1.0 INTRODUCTION
1.1 The Los Angeles County (County) Sheriff's Department (Department) is
seeking information from Vendors that can provide the County with blood
alcohol testing services (Services) for the Department's Scientific Services
Bureau (SSB). Blood alcohol testing means the measurement of ethyl
alcohol concentration in samples of human blood.
1.2 Vendors of interest are those with established experience providing
Services to comparable institutions, and must:
* Be accredited to the ISO/IEC 17025:2017 standard. The vendor must
also be fully compliant with California Code of Regulations, Title 17
1215 - 1220.4,
* Have the ability to complete the analysis of samples at a rate of 500 per
month or greater,
* Maintain detailed chain of custody records and, except when under
analysis, store samples under refrigeration at approximately 4 degrees
Celsius, and
* Be available to testify in-person in response to criminal subpoenas in
County Superior Courts, and remotely in California Department of Motor
Vehicles administrative hearings.
1.3 The Department will review the response(s) to this Request for Information
(RFI), which may subsequently lead to further research and exploration of
the marketplace. Information received in response to this RFI may be used
in the preparation of a Request for Proposal (RFP), an Invitation for Bid
(IFB), or another solicitation method for acquiring Services.
1.4 Not responding to this RFI will not impact your ability in the future to respond
to any subsequent procurement document issued by the County on behalf
of the Department.
1.5 This RFI does not commit the County to contract for any services
whatsoever. This is a request for information ONLY. The County will not be
liable in any way or have any responsibility for any costs incurred in
connection with the preparation, submittal, or presentation of any response
to this RFI.
1.6 Vendors who wish to participate in this RFI must submit relevant
information, as outlined in Paragraph 3.0 (Information Requested) below.
2.0 BACKGROUND
2.1 The County encompasses an area of 4,083 square miles with over ten
million residents. The Department provides general and specialized law
enforcement services for approximately five million of these residents,
spread over an area of approximately 3,157 square miles. The Department,

with approximately 19,000 employees, is the largest sheriff's department in
the world.
2.2 SSB has been accredited since 1989, with current accreditation through the
American National Standards Institute (ANSI) - National Accreditation
Board (ANAB) to the ISO/IEC 17025:2017 standard and the ANAB AR 3125
standard. The laboratory performs testing and calibration in a number of
disciplines, including alcohol toxicology.
3.0 INFORMATION REQUESTED
This RFI is a research document only. Vendors who may have an interest in
providing Services are encouraged to submit relevant information about their
product and services, as follows.
3.1 Description of Service
Respondents must provide its detailed approach to providing the requested
Services, including:
a. Accreditation certificate(s) and scope of accreditation.
b. Documentation showing compliance with California Code of
Regulations, Title 17 1215 - 1220.4.
c. Copies of all relevant policies and procedures, to include the following:
* Analytical methods,
* Uncertainty of measurement,
* Security,
* Evidence handling and storage,
* Chain-of-custody, and
* Case record reviews (i.e., technical and/or administrative review).
d. Validation records for the methods to be used in analysis.
e. Uncertainty of measurement records relevant to the requested testing.
f. Description of technical records and reports to be provided to the
Department upon completion of analysis, including:
* An example/sample of such records and reports, and
* Manner in which technical records and reports will be provided to the
Department.
g. Technical staff training, competency testing, and proficiency testing
records.
h. Estimated sample volume capabilities and turnaround times.
3.2 Estimated Costs
Respondents are asked to provide cost estimates for Services. Any cost
estimates for the purpose of this RFI are considered for research purposes

only and are non-binding to either Respondent or the County. Other costs
not considered above.
3.3 Corporate Information and References
Respondents are asked to provide the following information regarding
Vendor's experience law enforcement references:
a. Corporate or company name and headquarters' address,
b. Address/other contact information of nearest corporate or company
office to downtown Los Angeles, California,
c. Number of years in business,
d. Number of current public safety/law enforcement contracts,
e. Total number of employees, and
f. Number of employees based in Southern California.

4.2 Responses to this RFI must be sent electronically to the email address listed
in Paragraph 4.1 above. All electronic responses must be in searchable

4.3 Responses to this RFI are due on or before 3:00 PM (Pacific Time)
Tuesday, June 2, 2026. The subject line must read:
"RESPONSE to RFI No. 766-SH for BLOOD ALCOHOL TESTING
SERVICES"
4.4 Respondents are asked to provide contact information including company
name, address, contact person, contact person's telephone number, and
contact person's email.
4.5 The Department encourages all potential Vendors to submit a response
consistent with the content and instructions provided herein.
4.6 Responses to this RFI after the submission deadline may be accepted by
the County at the sole convenience and discretion of the County.
5.0 ADDITIONAL RESPONDENT INFORMATION
5.1 Responses to this RFI will become the exclusive property of the County.
Respondents should be aware that responses to this RFI become a matter
of public record, except for those parts of each submission that meet the
definition of "Trade Secret" and are plainly marked as "Trade Secret" or
"Proprietary."
5.2 The County will not, in any way, be liable or responsible for the disclosure
of any such record, or any parts thereof, if disclosure is required or permitted
under the California Public Records Act or otherwise by law. A blanket

statement of confidentiality or the marking of each page of the submission
as confidential will not be deemed sufficient notice of exception.
Respondents must specifically label only those provisions of the submission
that are "Trade Secrets" or "Proprietary" in nature.
5.3 The Department will review the responses to this RFI, which may
subsequently lead to further research and analysis. Respondents to this RFI
will be notified by the County of a future solicitation, if issued.
