CITY OF KILLEEN, TEXAS
The City of Killeen will receive sealed proposals for 25-32 Aviation Fuel Supplier for ILE & GRK electronically through the City’s eProcurement Portal or addressed to the City of Killeen, Attn: Purchasing Division, 802 N. 2nd Street, Building E, 2nd Floor, Killeen, Texas 76541, until 2:00 pm on Wednesday, July 30, 2025 . Mailed or hand delivered proposals must be sealed and plainly marked with the name and address of the proposer and “RFP NO. 25-32 Aviation Fuel Supplier for ILE & GRK , 2:00 pm , Wednesday, July 30, 2025 ”.
Submittals received after the closing time will be returned unopened.
Vendors may register and submit proposals electronically at https://procurement.opengov.com/login .
An Optional Pre-Proposal Meeting will be held at Wednesday, July 9, 2025 , 2:00 pm at Terminal Building at Skylark Field Airport, 1523 Stonetree Drive, Killeen, Texas 76543
RFP Questions will be accepted on the OpenGov e-bidding site , until 2:00 pm on Wednesday, July 23, 2025 . Questions will be answered in the form of an addendum and posted on the OpenGov e-bidding site . It is the proposer’s responsibility to obtain and acknowledge all addendums.

The City of Killeen intends to contract with a common aviation fuel supplier to ensure a continued level of service, uninterrupted fuel supply and facilitate a profitable arrangement for the acquisition of aviation fuel. The City of Killeen, who is solely directing this RFP process, shall select the common fuel supplier based upon competitive proposals submitted pursuant to this Request for Proposal (RFP). After evaluation of all proposals, the City of Killeen intends to enter into an agreement by which the selected proposer will serve as the City’s fuel supplier.
The Airports
The Killeen Regional Airport (GRK) is a joint civil and military airport offering commercial air service located approximately 6 miles southwest of Killeen, Texas. The airport features a Department of Defense air traffic control tower and operates continuously. Thereby, providing essential services to commercial, military, and civilian aircraft. It has a single primary runway, 15/33, which measures 9,997 feet in length and is constructed of asphalt and concrete. The airport is classified as a primary/non-hub airport and is open to the public. This RFP applies to the GRK portion of the airfield.
Skylark Field (ILE) is the City of Killeen’s General Aviation airport located on the east side of Killeen between Veterans Memorial Blvd/US Bus 190 and FM 2410. The new General Aviation terminal building is located at 1525 Stonetree Drive, adjacent to Stonetree Golf Course. It is conveniently located near the Killeen Mall, numerous restaurants, hotels, and other major retail and service businesses. The terminal is open and full-service jet fuel is available from 0800 - 1800, 7 days a week (except major holidays) and other times by prior arrangement. Self-service Jet fuel and 100LL are also available 24 hours per day. Skylark Field has one runway (1/19) which is 5,495 feet in length and equipped with RNAV (GPS), LOC, and VOR instrument approaches for reduced visibility operations as low as 200 foot ceiling and 3/4 miles visibility by qualified operators. Skylark field is the airport of choice for corporate executives and private pilots visiting the Killeen / Fort Cavazos area.
The Airports continue to grow, and the City of Killeen intends to continue providing FBO fueling services into the foreseeable future.

Airport Fuel Storage
GRK – Jet-A fuel is stored in four (4) above ground tanks with a capacity of 12,000 gallons each, for a total of 48,000 gals. Two (2) mobile refuelers with a capacity of 5,000 gallons each are owned by the City and located at the airport.
ILE - 100LL Avgas and Jet-A fuel are each stored in above ground tanks with a capacity of 12,000 gallons each. A Jet-A mobile refueler with a capacity of 2,200 gallons is owned by the City and located at the airport.
