Solicitation Type and Name: Request for Proposals – District Study
Solicitation Number: RFP 26-034; RFx 6100019449
Description: The City of San Antonio is seeking an experienced firm with demonstrated technical
capabilities and experience to conduct a study to provide projected cost of service impacts and identify
new revenue opportunities for the proposed Sports and Entertainment District (“The District”) in
downtown San Antonio. The proposed District would be anchored by an expansion of the convention
center, improvements to the Alamodome, a new live music venue, a convention center hotel, and
potentially a new NBA arena for the San Antonio Spurs. The District would also include new mixed-use
private development consisting of hotel, housing, office and retail.
Given the close proximity of the venues and expected number of individuals visiting the District, the
City is seeking to analyze the potential impact on providing core services to the District and immediate
surrounding areas for security, traffic control, fire/EMS services, and other City core support services.
The City is also seeking to identify the impact on primarily City General Fund revenues and new
revenue opportunities which maybe be feasible as the District evolves.
