Introduction
Charleston County Park and Recreation Commission (CCPRC) is seeking proposals for Construction Services for
Caw Caw Interpretive Center – Spillway Replacement. The intent of this project is to replace wood spillway
box WCS#4 and wood spillway box WCS#5 extension of top bulkhead boards to control erosion. This historic
site was once part of several rice plantations and the home to enslaved Africans who applied their technology
and skills in agriculture to carve the series of rice fields out of cypress swamps. Caw Caw Interpretive Center
(“CCIC”) is managed as a low-impact wildlife preserve and Member of the National Park Service’s National
Underground Railroad Network to Freedom Program.
Scope of Work
The Scope of Work (“SOW”) required under this Request for Proposal (“RFP”) includes all labor, materials,
taxes, equipment, and services required to complete the wood spillway box WCS#4 &5. This shall also
include any and all costs for permits, permitting, and compliance with all state and local codes as applicable.
Submitted proposals shall include Proposer’s approach.
Work should be done in a manner according to the drawings named "Caw Caw spillway replacement
drawings" (See attachment 3) and consists of furnishing of all materials, labor, equipment and other items
incidental and necessary to install the following:
• Wood spillway box (WCS #4) removal and installation of new.
• Wood spillway box (WCS #5) extension of top bulkhead boards to control erosion.
• Removal and installation of new WCS #5 (alternate).
All work associated with the project will be at Caw Caw Interpretive Center, 5200 Savannah Hwy Ravenel, SC
29470.
General Scope of Construction:

Contractor Project Requirements:
Owner requires a general contractor, including all necessary subcontractors, with all applicable licenses and
specialized skills for work on this project.
The Contractor's responsibility under this Agreement commences with the award of the Contract for
Construction and terminates upon completion of the Contractor’s obligation under the warranty period of 1
year from Final Completion Date.
1. Project schedule
Work shall begin on or before April 1, 2026, with Substantial Completion 13 weeks (90 work days) from
Notice-To-Proceed. Contractor shall reach Final Completion thirty (30) days after Substantial Completion.

Rain Days will be in accordance with contract clause 5.8.3.
2. Project Submittals
All submittals are to be electronic files in PDF format, for approval by consultant prior to installation. All
approved submittals are to be included as a part of Project Close-Out documents.
3. Project Permits
The water control system has a consistency letter from the Army corps of engineers. The work is covered
under the managed tidal impoundment general permit. Work is subject to the requirements of this general
permit.
a. Any other required permits are the responsibility of the contractor. Contractor is to abide strictly by the
permit and restriction requirements.
4. Project Management and Administration:
a. Identify a construction superintendent in Proposer Qualification Form- Attachment 1b providing their
name, qualifications including a minimum of 5 years of experience on Historical and Combahee styled Rice
Trunk Construction projects that will be committed through the duration of the project.
Schedule
The Request for Proposal shall be available to any qualified Prospector who chooses to respond. CCPRC
reserves the right to waive any irregularities and/or to reject any or all proposals that do not adequately meet
the intent of the RFP or cannot be produced within the approved schedule. No proposal may be withdrawn
for a period of sixty (60) days after the date the proposals are due. CCPRC also reserves the right to accept
the proposal as a whole, or any items listed in the RFP. Listed below is the anticipated schedule for the
selection process.

PROPOSAL SITE MEETING
1. For all interested prospective contractors, a site visit provides an opportunity to view the
site, take measurements, and get a thorough project briefing directly from CCPRC’s
consultant and owner. Any questions that arise will need to be followed up in written form
and submitted to receive answers.
a. Meeting time: Wednesday, January 14, 2026, at 10:00am ET.
b. Meeting location: begin at the Welcome Center at Caw Caw Interpretive Center
County Park.
c. We will tour the site from Construction Access point to laydown site to embankment
repair site. Prospectors will be allowed to drive their vehicle to the laydown site if

needed.
2. All prospective contractors will be responsible for verification of the site conditions and by
submittal of a proposal, certify that they have verified measurements and are familiar with
the facilities prior to submitting a proposal
3. CCPRC will not meet with individual companies outside of the set Proposal Site Meeting date
and time. Prospective contractors who don’t attend the Proposal Site Meeting, or prefer
multiple site visits, can visit the park during regular park hours, Tuesday – Sunday, 9am –
5pm. Contractors not attending the Proposal Site Meeting may not ask park staff about
the project in person and must submit written questions before the deadline.
WRITTEN QUESTIONS
All questions pertaining to the proposal documents shall be referred by e-mail to
prcprocurement@ccprc.com. The last day and time for submittal of written questions shall be no later than
2:00 p.m. ET, Monday, January 19, 2026. Any interpretation, correction or change of the RFP documents
will be made by addendum. It is your responsibility to monitor the Procurement website at
www.ccprc.com/bids for any additional information, revisions, or addenda that may be posted.
ADDENDA:
1. An addendum, if deemed necessary, will be posted on the website, www.ccprc.com/bids.
2. It is the submitter’s responsibility to determine whether an Addendum has been issued. If so, the
submitter must obtain copies of such Addendum from the Commission’s website www.ccprc.com/bids
and agrees to be bound by all Addenda that have been issued for this solicitation.
DEADLINE:
Proposals must be received no later than Monday, January 26, 2022, at 02:00 P.M. ET.
Proposal Requirements
Submitted proposals shall include the information and materials described below and organized in a manner
that is consistent with the headings and sequence outlined herein and under the Submittal Requirements
section:
1. Cost Proposal: provide a cost fee structure proposal in a separate sealed envelope, clearly marked
“Cost Proposal”, Caw Caw Interpretive Center Rice Spillway Replacements RFP# 2026-013”.
2. Technical Proposal: Narrative descriptions with construction drawings that will emphasize
knowledge and working expertise in the area of historic rice field infrastructure:
a. Narrative description
i. Detailing the approach and activity detailing suggested materials to utilized in the
repair and the approach used to facilitate the repairs, including slope/soil stabilization
finishing and any appropriate construction drawings, detailed costs, bulkheading
techniques and specific machines used to complete the task.
