2. PRE-BID MEETING: Tuesday, February 17, 2026, at 1:00 PM CST. CHA strongly encourages all
interested firms to attend the Pre-Bid Meeting at 60. E. Van Buren St., Chicago, IL 60605, Conference Room
736C, 736B. To participate onsite, you must RSVP by THURSDAY, FEBRUARY 12, 2026, at 1:00 PM (CST)
with Gary Bell via email at GBell@thecha.org. Please submit your Company Name, Your Name, and email
address confirming.
3. SITE VISITS: Tuesday, February 17, 2026, at 9:00AM – 11:30AM CST. CHA strongly encourages all
interested firms to attend. Vendors who are attending must be on site at Location #1 at the start time listed
below. The CHA will provide access to all attendees at once:

4. QUESTIONS: Must be submitted in writing to the Supplier Portal https://supplier.thecha.org no later than
1:00 PM CST on THURSDAY, FEBRUARY 19, 2026. Questions received about this solicitation after the
deadline above may not be answered. The Authority reserves the right, at its sole discretion, to respond to
questions received after the deadline.
5. BID DUE DATE AND TIME: MONDAY, MARCH 2, 2026, at 11:00 AM CST:
No bids will be accepted after the date and time above, at which time all bids received will be publicly opened
and read aloud. Failure to submit bid documents in the required quantity and properly executed shall result in
the bid being deemed non-responsive and rejected by the CHA for further consideration.
6. ELECTRONIC SUBMISSION OF SEALED BIDS: Sealed bids must be submitted electronically via the CHA
Supplier Portal at: https://supplier.thecha.org. Electronic bid submissions are to be submitted once. Each
Submittal section of the electronically submitted bid shall be labeled and separated into a different file as
described in Section II. Instructions for Bidders. FACSIMILE AND E-MAIL TRANSMITTED BIDS WILL NOT
BE ACCEPTED.
There is no maximum file capacity size when uploading attachments in the Supplier Portal. If an error
message is received that states “Maximum size is 50” while uploading an attachment in the Supplier
Portal, that error message refers to the file naming size. The file name cannot be more than 50
characters.

8. ADDENDA: Any interpretations, corrections, or changes to the solicitation will be made by addenda issued
by the CHA. Any addenda issued will be provided to all prospective Bidders and posted on the CHA’s website
at: www.thecha.org. It is the responsibility of the Bidder to inquire of the issuance of any addenda. If the CHA
determines this solicitation should be modified, it will inform all prospective Bidders by distributing addenda to
this solicitation before the date for receipt of bids. The CHA reserves the right to issue addenda to correct,
modify and amend this Invitation for Bid. Bidders shall acknowledge receipt of all addenda in the Invitation
for Bid.
SCOPE OF SERVICES
The Chicago Housing Authority (CHA) is seeking to secure a qualified professional commercial cleaning services
company. The Selected Respondent is responsible for daily janitorial services for 3619 S. State (Overton), 1852
S. Albany (Pope) and incidental cleaning at Charles A. Hayes Family Investment Center 4859 S. Wabash (FIC).
Overton is a public facing client center providing program administration on the south side of the City of Chicago.
x Approximately 13,000 square feet (1st and 2nd floors only)
x Four (4) restrooms with multiple stalls and multiple sinks
x The building is required to receive a full cleaning Monday through Friday. Contractors shall
start at 7am and will remain on site until the building is clean.
x Cleaning required Monday-Friday 7:00 am to approximately 9:00pm
x A minimum of two (2) people per shift should be onsite daily to provide routine cleaning
x Occasional weekend events billed at an hourly rate per person as needed.
Pope is a public facing client center providing program administration on the west side of the City of Chicago.
x Approximately 40,000 square feet, 1st and 2nd floors only.
x Five (5) breakrooms and one (1) kitchen
x Five (5) restrooms with multiple stalls and multiple sinks.
x The building is required to receive a full cleaning Monday through Friday. Contractors must start
at 7am and will remain on site until the building is clean
x Cleaning required Monday-Friday 7:00am – 9:00pm
x Minimum of two (2) people per shift should be onsite daily to provide routine cleaning.
x Occasional weekend events billed at an hourly rate per person as needed
The FIC is an office space for CHA staff, a computer lab, and other housing related resources that are open to
the public.
x Incidental coverage may be requested for the following schedules:
o Weekdays (Monday-Friday)
ƒ 6:30am-2:30pm (one (1) staff member needed on site)
ƒ 5:00pm-10:00pm (two (2) staff members needed on site)
o Weekends & Events (Saturdays & Sundays)
ƒ 7:00am-5:00pm
ƒ 5:00pm-3:00am
x Approximately 30,000 square feet with two floors
x Five (5) breakrooms
x Eleven (11) restrooms with multiple stalls and sinks

The Selected Respondent must have a minimum of seven (7) years’ experience of similar scope and size.
Staffing must be consistent daily and support the requirements outlined in the scope. Staff should be onsite daily
to maintain routine cleaning. Skills in floor maintenance, housekeeping, upholstery cleaning, window cleaning,
and associated property services are preferred. CHA reserves the right to select one or more Respondents
through this request for quotes. CHA reserves the right to add or remove sites over the life of the agreement.
The Selected Bidder must provide daily sanitizing/cleaning which includes but is not limited to cleaning of touch
point surfaces a minimum of three (3) times daily in addition to restroom cleaning a minimum of three (3) times
daily. The Selected Bidder must post and complete a daily log for all restroom and breakroom cleaning, a copy
of the sanitizing/cleaning log should be presented to the Facility Operations Manager.
General Description of Services
x Conduct floor walk-downs and perform:
o Professional disinfecting and sanitizing of all surfaces utilizing EPA approved commercial grade
concentrates and wipes.
o Frequent disinfection of surfaces and objects touched by multiple people.
x Cleaning of miscellaneous surfaces, wipe down with EPA approved disinfectant, to include:
o Break Rooms: Clean, wipe down and sanitize counter tops, tables and chairs, dust mop/wet mop
all hard surface flooring. Clean refrigerators and microwaves (exterior/interior). Clean and wipe
sink. Wipe off coffee pots, faucets and metal or stainless-steel surfaces. Spot clean carpeted areas
as needed. Keep countertops free from coffee rings or staining from food or drinks.
o Restrooms: Wipe down and sanitize stall partitions, dispensers and any touch point surface, clean
faucets. Wet mop all bathrooms at least once daily (preferably mid-day). Separate cleaning
equipment should be used for the restroom and breakrooms and color coded to avoid cross
contamination.
o Cleaning rags and towels should not be reused
x Trash Removal
x Daily vacuuming
x Wet mop all hard-surface floors at least once daily.
x General dusting
x Disinfecting of doorknobs, light switches, countertops, handles, and faucets.
x Clean visibly dirty surfaces (including spills and other clean up emergencies) with soap and water.
x Wipe/disinfect seating.
x Clean both sides of glass doors and wipe frames.
x While cleaning observe for presence of insects, rodents or unwanted pests, document location and notify
commercial property designee.
Cleaning equipment and tools should not be left unattended. Proper signage must be displayed during cleaning.
The janitorial closets must remain clean and free from clutter. Cleaning products, tools and equipment must be
labeled, orderly and lock secured.
Please note: All cleaning supplies and cleaning equipment must be provided by the successful vendor
and meet the requirements of the City of Chicago Green Cleaning Policy. Firms shall be prepared to
submit Safety Data Sheets (SDS) or Material Safety Data Sheets (MSDS) for all chemicals upon CHA's
request.
