REQUEST FOR PROPOSALS – RFP 25-2008
MCI-CONCORD CONCEPT PLANNING, ECONOMIC AND MARKET ANALYSIS, AND PROPOSED ZONING
The Town of Concord seeks proposals from Consultants on Statewide Contract PRF76: Management Consultants, Programs Coordinators and Planners Services (specifically Planner Services) for assistance with the development of an MCI-Concord property vision and scenario land use plan (the “Plan”), a fiscal impact analysis of the Plan, and new zoning and mapping that can achieve the implementation of the Plan through the disposition of the property through a competitive public process by DCAMM.
The final Plan shall consider the Livable Built Environment, Housing, Sustainability, Climate Resilience and Environment, Fiscal Impact Scenarios, Historic Preservation, Transportation, Mobility, Accessibility and connectivity, and Community Cohesion and Interaction for the community in the creation of land use development scenarios based on an iterative community visioning process. The Plan will calculate impacts of various land uses based on square footage (or other appropriate metrics) on the built environment and make recommendations for zoning and mapping and other land use controls to implement the agreed upon vision for the site.

One (1) original and nine (9) copies, plus one (1) electronic copy via USB of the Non-Price Proposal and one (1) original copy of the Price Proposal (in a separate sealed and labeled envelope) are to be submitted no later than Monday, January 27, 2025 at 11:00 AM to the Town of Concord, Finance Administration (1st Floor), 22 Monument Square, Concord, MA 01742.
The Town reserves the right to reject any and all proposals, to waive any informality, and to make the award as may be in the best interest of the Town.
