Sealed bids for the construction of the Industrial Technology Center Modernization – South Campus
Street Improvements project at the University of Northern Iowa will be received electronically through
www.bidexpress.com by the Iowa Board of Regents at the Office of Finance and Operations, 2401
Wisconsin Street, Lang Hall Room 122, University of Northern Iowa, Cedar Falls, Iowa 50614-0003
until 2:00 p.m. local Iowa time, on March 10, 2026, and will then be publicly opened and read aloud
through a Zoom Meeting. The link to join this meeting is fm.uni.edu/bid-information.
The project consists of but is not limited to: roadway improvements on Campus Street from Jennings
Drive to approximately 200’ south of University Avenue. The roadway improvements associated with
the project generally include removal of the existing roadway pavement, excavation to place and
compact a new granular base and reconstruct the PCC pavement, reconstruction of adjacent sidewalk
ADA ramps, parking lot entrances and driveways, and replacement of impacted storm sewer
infrastructure. The project will also involve construction of a temporary access for campus parking,
replacement and reinstallation of street signs, painted pavement markings on the new pavement
surface, and adjustment of fixtures within the grading and paving limits.
Bids will be received for a unit price contract.
Iowa Construction Sales Tax Exemption Certificates will be provided on this project.
Bidding Documents may be obtained from Rapids Reproductions, Inc., 6201 Chancellor Drive, Cedar
Falls, IA 50613, 319-277-5538. No deposit will be required, but all bidders are asked to return their
Bidding Documents within fifteen (15) days after opening of bids.
Each bid shall be submitted electronically through the documents provided at www.bidexpress.com
with an uploaded copy of the bid security as set forth in the Instructions to Bidders.
Bid security shall be agreed upon as the measure of liquidated damages which Owner will sustain by
failure, neglect or refusal of bidder to deliver a signed contract stipulating performance of the work in
unqualified compliance with Contract Documents or furnish the required 100% Contract Performance
and Payment Bond within ten (10) days after receipt of Notice of Award.
No bid may be withdrawn for a period of forty-five (45) calendar days after the date of opening.
The Iowa Board of Regents seeks to provide opportunities for Targeted Small Businesses in
accordance with the provisions of Chapter 73 of the Code of Iowa. This project has a participation
goal for certified Targeted Small Businesses. The participation goal of 10% is specified in the Special
Conditions.
By virtue of statutory authority, a preference will be given to products and provisions grown and coal
produced within the State of Iowa.
The Iowa Board of Regents reserves the right to reject any and all bids, to waive irregularities and to
accept that bid which is deemed in the best interest of the Owner.
