INTRODUCTION
The Costa Mesa Sanitary District (District) is soliciting/requesting proposals (RFP) from
qualified Contractors (aka Proposers) to conduct digital closed-circuit, television video
(CCTV) along with NASSCO assessment rating of the District sewer system.
The goal will be to conduct CCTV video of each pipeline (100%) over a five-year period;
about 30-percent of the sewer pipeline CCTV work will be conducted during the first year,
then 15 to 20-percent each year thereafter. In addition, the District is also requesting
periodic, on-call, CCTV video services. This on-call service may result in up to 5 to 10-
percent of additional CCTV assignments each year.
It is estimated, but not guaranteed, that the contractor will perform between 35 and 65
miles of CCTV work along with using a pole-camera for the associated Level 1 MACP
inspection each year of the Agreement period and/or Agreement extension(s). Level 2
NASSCO MACP inspections may be substituted for the Level 1 MACP inspections.
BACKGROUND/GENERAL
The Costa Mesa Sanitary District (District) is an independent special district that was
formed in 1944 under the Sanitary District Act of 1923. The District is governed by an
elected five-member Board of Directors that appoints a general manager to supervise the
day-to-day operations of the organization. The District boundaries encompass all of the
City of Costa Mesa, portions of Newport Beach, and small portion of unincorporated
Orange County territory; serving a population of approximately 116,700 and serving close
to 4,000 businesses.
Wastewater is conveyed to a treatment plant located in either Huntington Beach or the
Fountain Valley (owned and operated by the Orange County Sanitation District) via 224
miles of collection system and 20 lift stations. The District total daily dry weather flow is
approximately 8 to 10 million gallons per day.
The Contractor shall provide CCTV and sewer condition assessment services and provide
labor, materials, equipment, and incidentals necessary for the closed-circuit television
(CCTV) inspection of various lengths, depths, and diameters of sanitary sewers pipeline
located throughout the District’s service area. Sewer pipelines are typically 8-inch vitrified
clay pipe (VCP) or polyvinyl chloride pipe (PVC). However, there are other pipeline sizes and
materials used within the sewer system. Sewer pipelines may be lined with a range of pipe
liners and the pipelines range in sizes from 6 to 30 inches in diameter.
The following services are required to inspect the condition of the District pipelines:
• High definition CCTV video of pipelines and related assets, along with associated
report(s) and data.
• Level 1 MACP inspection using CCTV video camera mounted on a pole.
SCOPE OF WORK (SOW)
General
Contractor shall CCTV video about 360,000 feet of the District sewer pipe during the first
year, then shall CCTV about 210,000 feet each year thereafter. The sewer CCTV work shall
include a Level 1 MACP inspection of sewer segment-associated manhole(s) using a pole-
mounted video/camera. The District reserves the right to conduct Level 2 MACP
inspections via video camera, based on the Proposer-provided optional costs.
District siphons and forcemain pipelines are NOT included in this contract.
In addition, the Contractor shall respond to District inspection requests for additional work
within three (3) business days wherever traffic control plans are not required. For
emergency situations, Contractor shall respond to a special request by the District
Engineer, within six (6) hours for CCTV inspection. The District Engineer, or their designee,
shall make the emergency call-outs.
The Contractor shall have full-time NASSCO PACP, MACP, and LACP certified personnel
experienced in CCTV inspection readily available to respond within the time limits noted
above of an emergency notification. Delays in responses may be cause for termination of
the Contract.
Contractor personnel performing CCTV video work, performing defect coding, performing
QA/QC, and/or other related sewer assessment activities, shall be National Association of
Sewer Service Companies (NASSCO) certified and be of current standing. NASSCO
certification certificates for each contractor employee performing NASSCO certification
work must be provided to the District. When a certificate expires, a renewal certification
shall be submitted within 30 days after the expiration date.
The District will provide the Contractor with PDF or GIS infrastructure maps which includes
sewer pipelines, manholes, sewer force mains, wet wells, siphons, and the asset
designations. Typical data on the maps include pipe size, pipe length, manhole
information, and identification numbers.
Sewers will be cleaned sufficiently by the District prior to the CCTV work. However, sewers
with excessive debris prohibiting the camera to successfully inspect the pipe section may
be subject to a minimum callout fee in order to reimburse the Contractor if the total
amount of footage successfully taken is less than the minimum callout fee.
Contractors shall possess an A- General Engineering Contractor license, C- 34 Pipeline
Contractor License, and/or C-42 Sanitation System Contractor license. No other State of
California contractor license types or specialties will be considered.
Detailed SOW
See Exhibit B for the detailed SOW.
The required work generally consists of Sewer System CCTV video work, pole-mounted
camera work, NASSCO defect rating determinations via artificial intelligence or human
determination), quality control review, quality assurance, installing/using temporary traffic
control measures, obtaining roadway encroachment permits, and coordinating with the
District Engineer, or their representative.
A detailed work schedule shall be developed, coordinated with the District, and submitted.
The District will clean each sewer ahead of the CCTV field work. Include the District sewer
cleaning at least two weeks prior to the CCTV work as a parallel activity.
The Contractor shall apply for City or County of Orange encroachment permits and submit
the proper application, insurance and forms, a detailed work schedule, a location map,
along with other required documentation. The Contractor shall include the fees for permits
in the Fee Proposal form. Refer to the detailed SOW for detailed permit requirements.
Prevailing Wage Project
The field work is considered prevailing wage. Contractor payroll shall be sent to the State
electronically. A State DIR Project number will be issued to the Contractor prior to the start
