Project Description: The Sonoma-Marin Area Rail Transit District (SMART) is a Special District within the State of California that owns, maintains, and operates passenger rail service in Sonoma County and Marin County. In addition to passenger rail service, SMART is a common carrier that owns and operates freight rail services within Sonoma County, Marin County, and Napa County.
SMART is seeking Proposals from qualified and experienced firms to furnish, implement, configure, and provide ongoing support of an off-the-shelf web-based software program that assists SMART in providing oversight, management, and reporting of Contractor compliance with Federal and State Prevailing Wage Laws under the U.S. Department of Labor (DOL) and California Department of Industrial Relations (DIR) on public works projects and maintenance services.
SMART does not currently have a software platform in place that performs this service. SMART staff manually reviews certified payroll reports and conducts compliance reviews.
SMART currently has 43 active contracts that require contractors to pay prevailing wages and SMART to perform compliance oversight. These contracts range from small on-call maintenance agreements to a bench of on-call consultant contracts that may or may not be awarded work, and large capital projects.
This contract will have a five-year term following successful implementation.
This Agreement may be funded using State or Local Funds.
The deadline to submit a Proposal in response is April 17, 2026 by 2:00 PM (Pacific).
