The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a sole source basis with United Drill Bushing Corporation (CAGE: 52369) located in Downey, CA 90241-1250 for the procurement of Structural Repair-Composite Tool Set, P/N: 3156AS100-1 for the P-8A Poseidon Program in support of various FMS countries.
The Government intends to procure the above items under the statutory authority of Title 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."; therefore, a solicitation is not available for this procurement. United Drill Bushing Corporation is the only firm with knowledge of the Composite Repair Tool Set’s included components, tooling, and devices and the only firm with the expertise required to enhance performance in order to meet quality requirements for structurally sound repair of critical aircraft components.
This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
