The City of Durham, North Carolina, Department of Water Management (DWM) is requesting Statements of
Qualifications (SOQs) from consulting firms to provide Professional Engineering Services for the Huckleberry
Finished Water Storage Tank Rehabilitation project.
The DWM anticipates utilizing the selected firm to provide services for the entire project lifecycle. The original
contract will consist of evaluation of existing infrastructure, recommendations for improvements needed to
return the tank to service, and evaluation of alternatives for necessary improvements. Specific tasks may
include, but are not limited to:
• Tank evaluation
• Piping and valve evaluation
• Evaluation of Miscellaneous site improvements
o Tank access hatches/ladders
o Cobblestone access stairs
o Damaged fire hydrant
o Existing valve house
o Animal burrows/erosion
o Decommissioned booster pump house
• Technical Memorandum to document inspections, alternatives evaluated and recommended
improvements
Future contract amendments may include but are not limited to the development of plans and specifications,
permitting, bidding assistance, and construction related services.
SOQs delivered no later than 3:00 PM on January 21, 2026 will be considered. Send the required pdf to
jenna.young@durhamnc.gov. The email shall be received prior to the deadline. Confirmation of receipt will be
given. Attachments or links to file transfer sites will be allowed.
Consultants that are interested in submitting a SOQ are strongly encouraged to attend a non-mandatory pre-
submittal conference via Teams on December 17, 2025 at 9:00 AM followed by a site visit at the Huckleberry
reservoir that afternoon at 1:00 PM , located at 1647 Cole Mill Road, Durham NC.
