Manhole Frame and Cover Replacement Unit Price Contract
January 29, 2026The Field Operations Division of the Western Virginia Water Authority (Authority) will accept sealed bids to establish a unit price contract for manhole frame and cover replacement. The attached scope of work and specifications are submitted for your review and proposal consideration.
It is not the intent of the specification to be proprietary, or to exclude any manufacturer or dealer. Any brand names used in these specifications are for comparison only. Deviations and/or alternates will be given consideration if they are considered to be suitable and acceptable for comparison. Any deviations or alternates must be submitted, in writing, with your bid. Deviations or alternates discovered after bid award or material receipt, not stated in your bid, shall be grounds for disqualification and nullification of order.
Two (2) complete copies of the sealed bid will be received at and until 2:00 P.M. (local prevailing time) on January 29, 2026 in the office of Field Operations Division, 3322 Hollins Road, N.E., Roanoke, VA 24012. It is the responsibility of the responder to insure that their response is clocked in at the office of Field Operations Division by the above date and time. Any responses received after the above date and time will be returned to the offeror unopened (If a return address is provided). All responses must have the BID number and title clearly marked on the envelope. You must complete and sign the BID form. Your response and pricing should be submitted in a sealed envelope/package, clearly marked as follows:

Manhole Frame and Cover Replacement Unit Price Contract
The Authority shall provide the mechanism for the evaluation of all information received, the final determination of responsible offerors and reserves the right to waive informalities and irregularities and to accept or reject any or all bids. The Authority reserves the right to procure from State Contracts when it is determined that these contracts are in the best interest of the Authority. The Authority reserves the right to issue multiple contracts for the above service if in its opinion it is in the best interest of the Authority.
It is the intent of the Authority to establish an annually renewable contract for a maximum of 3 years. This contract will be reviewed annually and renewed only when both parties agree. Should the Authority not appropriate monies for the purpose of buying the type items or services included in this bid, the contract will remain in effect and be reviewed for renewal the following year. Non-appropriation in any given year will not cause the total length of the contract to be extended beyond a maximum of three (3) years.

Scope of Work
A certificate of insurance is required upon receipt of bid award. Contractor shall have all necessary licenses as required by state, Roanoke City, Roanoke County, Town of Vinton, and Authority codes. Consideration may be given for limited work areas for which the Contractor has proper licenses if the Contractor does not have all licenses required to work within all jurisdictions of the Authority.
Work will consist of cutting and removing asphalt, underlying material including any adjustment shims, and existing manhole frame and cover down to solid concrete, brick or grade ring and replacing with new manhole frame and cover or screw top valve box (for water vaults with valves up to 12 inches) including required concrete work, backfilling with gravel/57’s, and asphalt patch with tack and cracks seal. The Authority shall provide all manhole frames and covers and screw top valve boxes with rubber boots. Only Authority issued frames and covers and screw top valve boxes are acceptable. The unit price provided by the bidder shall include mobilization of all equipment and labor necessary to perform the work. The unit price shall include removal and offsite disposal of existing frame and cover, asphalt, and any fill material or damaged concrete, as well as placing any backfill required to make a proper repair and replacement and providing concrete, tack, asphalt patch, and crack seal. In addition, provide a unit price for nighttime work as shown on the bid form.
All questions about the quality of work or the interpretation of the Authority’s Standards will be through the Authority’s Field Operations Division.
The unit prices bid shall include all equipment, equipment operators, materials not provided by the Authority, transportation and any other materials required to complete the repair in accordance with the City of Roanoke, Virginia Department of Transportation (VDOT), Town of Vinton, and the Authority’s standards.
