Overview
The City of McPherson is requesting proposals from qualified
firms to provide on-call inspection and testing services for Public Works projects. Services will be requested
on an as-needed basis to support City construction, maintenance, utility, street, stormwater, sidewalk, and
related infrastructure projects.
Scope of Services
The City periodically requires third-party inspection, observation, sampling, testing, and documentation
services when City staff capacity, project schedules, technical requirements, or funding requirements make
outside support necessary. The purpose of this RFP is to establish an on-call agreement with a qualified firm
capable of providing responsive, professional services under individual task orders or work authorizations.
The selected firm shall provide qualified personnel, equipment, materials, reports, and technical support
necessary to perform inspection and testing services as requested by the City. Services may include, but are not
limited to, construction observation, field testing, laboratory testing, materials sampling, documentation, and
coordination with City staff, contractors, engineers, and other project stakeholders.
Typical Services
Soil sampling to ensure that embankments and subgrades are properly compacted and moisture-controlled
to support future roads.
Compaction testing for soil, aggregate base, asphalt, concrete, and utility trench.
Concrete testing, including slump, air content, temperature, cylinders, compressive strength, and related
reporting.
Asphalt sampling, density testing, coring, and laboratory analysis as needed.
Subgrade evaluation, proof-roll observation, and recommendations for unsuitable materials.
Utility, stormwater, street, sidewalk, curb and gutter, pavement, and site restoration inspections.
Special inspections, if requested, for applicable structural, geotechnical, or code-related items.
Qualifications
Demonstrated experience providing inspection and testing services for municipal Public Works or
infrastructure projects.
Qualified and certified field and laboratory personnel, as applicable to the services proposed.
Ability to provide timely response to requests for service, including short-notice assignments.
Access to properly calibrated equipment and accredited or otherwise qualified laboratory resources.
Knowledge of applicable City standards, project specifications, Kansas requirements, and relevant industry
standards.
Ability to prepare clear, accurate, and timely written reports suitable for project records and payment
documentation.
Licensure, registration, and authority to do business in the State of Kansas, as applicable.

Proposal Requirements
Proposals should be concise, complete, and organized in the order listed below.
1.Cover Letter: Include the firm name, address, primary contact, phone number, email address, and a
statement of interest.
2.Firm Qualifications: Describe the firms relevant experience, office location, availability, and capacity
to serve the City.
3.Project Team: Identify proposed project manager, inspectors, technicians, laboratory personnel, and
subconsultants, including certifications and resumes.
4.Relevant Experience: Provide examples of similar on-call, municipal, infrastructure, inspection, or
testing assignments completed within the last five years.
5.Approach and Availability: Describe how the firm will receive assignments, mobilize staff,
communicate with the City, document work, and respond to urgent requests.
6.Quality Control: Describe procedures for field reporting, test result review, laboratory quality
assurance, equipment calibration, and issue escalation.
7.Fee Schedule: Provide hourly labor rates, testing rates, equipment charges, mileage, reimbursable
expenses, overtime rates, and any applicable minimum charges.
8.References: Provide at least three references for similar services, including contact names, titles,
agencies, phone numbers, and email addresses.
9.Required Forms and Certifications: Include insurance information, licenses, certifications,
conflict-of-interest disclosures, and any City-required forms.

Proposal. Late proposals may not be considered. The City is not responsibleSfeorrvdiceelasys, transmission errors, or
incomplete submissions.

General Terms and Conditions
The City reserves the right to reject all proposals or to request and obtain from one or more of the businesses
submitting proposals supplementary information as may be necessary for City staff to review and evaluate the
proposal.
The City may require vendors to participate in additional rounds of refined submittals before the ultimate
selection is made.
The City may negotiate with one or more vendors and may contract with one or more vendors as the City
deems necessary.
By submitting a response to this RFP, vendors waive all rights to protest or seek any legal remedies
whatsoever regarding any aspect of this RFP. Although it is the Citys intent to choose the most qualified
proposal, the City reserves the right to reject all or choose any number of qualified proposals.
All work products prepared under the contract shall become the property of the City, subject to negotiated
contract terms.
The consultant shall comply with applicable federal, state, and local laws, regulations, and requirements.
