Project Overview

The City is seeking a new, ADA-compliant electric transit van equipped with a wheelchair lift and passenger shuttle conversion to accommodate 7–9 passengers plus wheelchair accessibility. Acceptable vehicle types include a RAM ProMaster EV, Ford E-Transit, Mercedes eSprinter, or equivalent model

NOTICE OF REQUESTS FOR PROPOSALS
VEHICLE PURCHASE
1) The City of McFarland (hereinafter “CITY”) is soliciting proposals for a new, electric (ev)
van.
2) The required specifications of the vehicle purchase are outlined in the Specifications Section.

3) All responses shall be submitted to Jaime Munoz of the City of McFarland on or before,
Wednesday January 19th, 2026, at 2:00 p.m. Please submit one (1) electronic copy sent by
email to:
jmunoz@cityofmcfarland.ca.gov
4) All responsive proposals shall be reviewed and evaluated by the CITY in order to determine
which proposer best meets the CITY’s needs for the vehicle purchase.
5) The CITY reserves the right to reject any and all proposals or waive any irregularities in any
proposal or the proposal process.
6) In the event that it becomes necessary to revise any part of the RFP, written addenda will be
issued.
Acceptance of Bid
The acceptance of the bids shall be based on the following criteria:
Cost.
Adherence to the Specifications.
INTRODUCTION:
The City of McFarland (hereinafter “City”) is soliciting proposals for a qualified vendor to
supply (1) new TRANSIT VAN with wheelchair lift.
SPECIFICATIONS:
General: A new RAM ProMaster EV, Ford E-Transit, Mercedes eSprinter, or equivalent
make/model Van.
Vehicle must be ADA (Americans with Disabilities Act) Compliant
Passenger shuttle conversion to accommodate 7-9 passengers plus wheelchair
accessibility (wheelchair lift may be on rear or side of vehicle.)
Cab and Body: Sliding door on at least one side of vehicle. Standard features. Rear
bumper, all weather floor, center console, dual sun visors, intermittent wipers, air
conditioning and heater, accessory outlets, dual foldaway (heated) powered mirrors,
interior light package, and a multi-speaker AM/FM radio with clock and “Bluetooth”
capability for ‘hands-free’ phone use. Van shall also come equipped with a reverse
camera or other approved equal for backing safety. Powered windows. Remote start
optional
Tire Pressure Monitoring: Included .
Seating: Vinyl. (Cloth acceptable)
Engine: Standard for model. (MUST BE Electric Vehicle)
Transmission: Automatic.
Electrical: Standard for model.
Axles: Standard for model.
Wheelbase: Standard for model.
Suspension System: Standard for model.
Steering System: Hydraulic/electric power system.
Brake System: Standard for model with 4-wheel anti-lock brakes.
Trailer Hitch: Standard hitch with standard adaptor if applicable.
Towing Package: Standard for model if applicable
Amenities: Side step running boards
Paint & Colors: Exterior color shall be white. Interior trim to be “black” or “gray” in
color.
Fuel System: Gasoline/Battery
Tires/Wheels: Tire treads to be “All Season” black wall type, mounted on either chrome
or aluminum wheels. Spare tire and rim may be included.
MANUALS:
In addition to the Owner's Manual, vehicle service manuals (for engine, chassis, and electrical)
shall be provided in a book format and/or electronic format.
REQUIRED ITEMS ON PROPOSAL:
Itemized Quote that includes all the bid specifications and price.
The delivery date shall be stated on the proposal and may be a determining factor in the
award of the bid.
