The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs.
BACKGROUND
The National Institute of Standards and Technology (NIST) is conducting research on the properties of semiconductors in order to improve manufacturing yield and device reliability and performance. Raman spectroscopy is used by the Quantitative Nanostructure Characterization Group to measure impurities affecting electrical conductivity and to measure thermal conductivity of semiconductor materials. To further its work with the CHIPS program, the group is replacing the camera in its existing Raman spectroscopy system due to the camera’s inability to maintain optimal temperature and to interface with modern computers for data acquisition control. (The camera in this case is a spectroscopic CCD array with cooling to limit noise, not an imaging device.) The camera must be compatible with the existing diffraction grating spectrometer to which it will be mounted in terms of focal length and pixel size[KB1] [ET2] [KB3] . The camera is used to examine very narrow peaks such as the primary Raman peak of silicon. Thus the camera must incorporate a detector with pixel size of 20 µm or less, to maintain the spectroscopic energy resolution of the existing system. The camera will also be used to measure very weak peaks, such as the local vibration modes of dopant atoms in semiconductors and longitudinal phonon peaks. The current system has a typical dark current of 0.3 electrons/pixel/hour and readout noise less than 3 electrons at 50 kHz, and the replacement system must meet or exceed these specifications. Our applications cover a broad range of materials from silicon to wide band gap materials and so we seek an instrument that has efficient photon collection over a broad wavelength range from the near UV to the near IR (approximately 400 nm to 920 nm).
NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above, in addition to the following essential requirements:
