NOTICE TO BIDDERS
Proposals for Progressive Design-Build services for the Newport Festival Park Conveyance
Solution will be accepted electronically on the Quest CDN website from December 4, 2025 until
December 16, 2025 at 2:00 PM Eastern Standard Time. The OWNER reserves the right to reject
any or all proposals, to waive informalities, and to negotiate with the apparent lowest, responsive,
or responsible proposer to such extent as may be in the OWNER’S best interest.
The project generally consists of, but is not limited to providing all labor, equipment, materials,
supplies, tools, and supervision necessary for the design and construction of a complete,
hydraulically functional conveyance system as described in this Request for Proposal (RFP).
The Work is located along the Ohio River in Newport within the Owner’s service area in Campbell
County, Kentucky.
Proposals shall be evaluated on a qualifications and price basis (best value).
Obtaining the Bidding Documents
Information and Bidding Documents for the Project can be found by going to www.sd1.org, hover
over “How Do I…”, and then click Submit a form or application. Click “Bids/RFPs/RFQs”, then click
on Quest CDN Electronic Bid Online Interface on the left side. This project is listed as Quest Project

Copies of the Proposal Documents must be downloaded by registering with Quest CDN online at
www.questcdn.com or calling 952-233-1632. Neither the OWNER nor the OWNER’s
CONSULTANT will be responsible for full or partial sets of Proposal Documents, including any
addenda, obtained from other sources.
To submit a Proposal, the Proposer must be a Plan Holder. To be considered a Plan Holder, a
proposer must complete registration and purchase the Proposal Documents in digital form for
downloading, at a cost of $42.00 (there is no additional charge to submit a proposal). Plan Holders
will receive addenda and other proposal document updates via Quest CDN at no additional charge.
For this solicitation, proposals will ONLY be received and accepted via the online electronic bid
service through QuestCDN.com. To access the electronic bid worksheet, download the proposal
documents and click on “Online Bidding” at the top of the advertisement.
A Pre-Proposal Meeting will be held on Wednesday, November 12, 2025 at 9:00 AM local time
and online via Microsoft Teams (copy the link below and paste it into your browser). All interested
proposers are encouraged to attend but are not required to do so. The Sanitation District No. 1’s
specific expectations, procedures, and requirements for this project will be discussed. A site visit
may be held following the meeting.

Proposers shall provide consent of surety in amount of $50 Million and proof of qualifications to
perform the Work as described in the RFP. Proposers must comply with all statutory requirements.
Upon acceptance of Stage 2 GMP amendment, Design-Builder shall furnish (for Stage 2 cost only)
a 100 percent (100%) Performance Bond and a 100 percent (100%) Payment Bond with a Surety
company with Best A++ rating and satisfactory to the OWNER.
OWNER reserves the right to reject any or all Proposals and to waive any irregularities.
