Request for Statement of Qualifications for Airport Engineering Services
The Stuttgart Municipal Airport – Carl Humphrey Field, Stuttgart, AR is soliciting Statement of Qualification for Engineering Services for various services including, but not limited to the following projects:
1. Airfield Pavement Rehabilitation/Overlays
2. Runway/Taxiway Extension
3. Airfield Lighting and Navaids
4. Parallel and Connecting Taxiways
5. Property/Avigation Easement Acquisition
6. Safety Area Evaluation/Corrections
7. Environmental Studies
8. Drainage Improvements/Rehabilitations
9. Surveys
10. Roadway Improvements/ Relocations
11. Hangars/Terminal Building
12. Geotechnical Investigations
13. Fuel System Improvements
14. Security Fencing
Services to be provided will be in accordance with Federal Aviation Administration (FAA) Advisory Circular (AC) 150/5100-14 (as amended). Services required include all phases and necessary incidental services for the above cited projects, as well as others, which may arise to be funded by an FAA and/or an Arkansas Division of Aeronautics grant within the next five years.
Selection criteria contained in FAA Circular 150/5100-14 (as amended) will be applied in the following order of importance.
1. Consultant Capability to perform all or most aspects of proposed projects and recent experience in airport projects comparable to proposed tasks. Including working with government grant reimbursement schedules.
2. Key personnel that will be working with the Stuttgart Municipal Airport – Carl Humphrey Field and their professional qualifications, experience, and availability for proposed projects; their reputation and professional integrity and competence; and their knowledge of FAA regulations policies and procedures.
3. Capability to meet schedules or deadlines.
4. Quality of projects previously undertaken and capability to complete projects without having major costs escalations or overruns.
5. Degree of interest shown in undertaking projects and their familiarity with and proximity to geographic location to the Stuttgart Municipal Airport – Carl Humphrey Field.
6. Qualifications and experience of sub-consultants regularly engaged by consultant under consideration.
7. Ability to furnish qualified observers for construction observation.
8. Understanding of projects potential challenges.
Selection will be based on the submittals received. The Sponsor does not wish to entertain unsolicited marketing calls, any contact with the City or Airport officials will result in removal of the respondents’ submittal for consideration. Fees will be negotiated with the selected consultant for the services to be performed under the initial grant. Subsequent fees will be negotiated as grants are obtained. The contract will be for 5 years.

Statements of Qualifications may also be submitted electronically. Electronic submissions shall be sent to clerk1@stuttgartar.com and must be received on or before the stated deadline. It is the responsibility of the submitting party to ensure that electronic submissions are complete, legible, and successfully transmitted prior to the deadline.
