Sealed bids will be received by the City of Bisbee for reconfiguring the existing four-lane roadway into a three-lane roadway and adding a shared-use path (SUP) along SR 80, including demolition, paving, concrete, grading, drainage, signage, pavement marking, and traffic control improvements. The scope area is a 10–16-foot-wide asphalt concrete path along SR 80 (MP 341.50 to MP 342.80).


ANTICIPATED BID RANGE: Between $3,000,000 and $3,800,000


This project will connect Bisbee's historic downtown to surrounding neighborhoods, creating a more walkable, livable community while driving economic development in a rural Arizona setting. 4. SITE VISIT and ACCESS
A pre-bid conference and formal site visit will NOT be scheduled.
The project is located within the public right-of-way along State Route 80 in Bisbee.
Prospective bidders are encouraged to inspect the site location. The site can be accessed
from the Queen Mine Tour parking lot, the Lavendar Pit overlook public viewpoint, and the
parking lot on Erie Street.
6. SCOPE OF WORK
All work shall conform to ADOT Standard Specifications, and the stamped plans and
specifications prepared by the Project Engineer.
The Contractor shall have experience and properly certified to perform work on ADOT
highways, and shall furnish all labor, materials, equipment, and incidentals necessary to
complete the following per the project plans, details and specifications:
Shared Use Path Construction:
- Reconfiguring the existing four-lane roadway into a three-lane roadway and construct a
10–16-foot-wide asphalt concrete path along SR 80 (MP 341.50 to MP 342.80).
- Pavement section: 2" AC (Special Mix), 4" AB (Class 2), fog coat, tack coat per ADOT Std
Specifications Section 321 where applicable.
- Differential milling and replacement (max 4.5") where applicable.
- Obliteration SR 80 pavement markings and fog coating lanes where applicable.
Grading and Drainage:
- Modify drainage structures, install catch basins integrated with barriers.
- Install Drainage openings and riprap.
Concrete Work:
- Curb/gutter installation and transitions.
- Sidewalk ramps with detectable warning strips and driveways.
Barrier Modifications:
- Modified concrete barrier with drainage openings.
Lighting and Electrical:
- Remove existing and install new streetlight with LED luminaire with adjustment of conduit
and pull boxes.
Signage and Pavement Markings:
- Obliteration, new thermoplastic striping and various symbols.
- Various signs, including solar powered speed feedback signs.
- EDA sign during construction
Traffic Control and Public Outreach:
- Maintain traffic flow per ADOT Temporary Traffic Control Design Guidelines and traffic
control plans.
- Coordinate temporary signals and possible detours for Erie Street and Dart Road
interchange.
- Provide regular updates on project progress, access impacts, safety information, and traffic
control changes.
- Contractor shall participate in the groundbreaking ceremony.
Environmental and Compliance (Refer to Environmental, Permits, Issues, and
Commitments (EPIC) Sheet in the project plans):
- Prepare SPCC plan if fuel storage exceeds 1,320 gallons.
- Obtain AZPDES coverage for stormwater.
- Comply with the Migratory Bird Treaty Act with seasonal restrictions.
- Implement Noxious Species Control Plan.
Bid Deduct Scopes:
Deduct 1 – Remove backside Curb at Overlook and utilize fill material in place
Deduct 2 – Remove 42” Concrete Barrier, utilize 32” Concrete Barrier (C-10.40) in place
Deduct 3 – Remove 32” Cast-In-Place Concrete Barrier at areas without differential milling,
utilize Precast Barrier (C-3, 32” Tall Barrier) in place
7. BIDDER QUALIFICATIONS AND REQUIREMENTS
All bids must include:
Arizona Registrar of Contractors license
Completed Bid Proposal Form
Subcontractors and Material Suppliers List
Three (3) References – Client/ or Project Reference
Bid Bond – Contractor is to provide their own form
Signed CD-512
The successful bidder must provide:
Contract Bond
Labor and Materials Bond
Payment and Performance Bonds
Certificate of Insurance
Bidder’s Safety Program (including EMR)
Proof of “Active” registration status in SAM.gov
8. CONTRACT AWARD
The award will be made to the Lowest Responsive, Responsible Bidder (LRRB), with the
deductive alternatives applied, if necessary, in accordance with City Code and EDA
requirements. A Notice of Award and Notice to Proceed will be issued following City Council
approval.
In the event of a cost overrun during the bidding process, the city will apply the deductive
alternatives identified in the Invitation for Bids in sequential order until at least one
responsive bid falls within the approved project budget.
9. CONTRACT TERMS
No work shall commence until a formal contract is executed, and a Notice to Proceed is
issued by the City of Bisbee.
Time is of the essence. To ensure timely progression and completion of the project within
the established contract period, the contractor is requested to promptly submit all required
certifications and documentation necessary to facilitate and expedite the issuance of the
Notice to Proceed.
10. FEDERAL COMPLIANCE
This project is funded by the EDA (Economic Development Authority) and subject to the
following:
- Form CD-512 Certification Regarding Lobbying
- EDA Contracting Provisions Construction_05-16
- Affirmative Action Requirements (EEO)
- EDA Site Sign Specifications
- Davis-Bacon Wage Rates (see Section 11)
11. DAVIS-BACON WAGE DETERMINATION
This project is classified as Highway Construction under the Davis-Bacon Act for Cochise
County, Arizona.
Applicable Wage Determination: AZ20260035, published 5/18/2026.
