Description

Pursuant to FAR 13.106-(1)(b)(1), the U.S. Secret Service (USSS) intends to award a sole source purchase order to Washingtonians Car Wash Corp., 6315 Georgia AVE NW, Washington, District of Columbia, 20011-1118 for USSS Automative Drive-thru Car Wash Services.



The service benefits provided by Washingtonians Car Wash Corp. are described below.



USSS is seeking to procure services for contractor support to help maintain the cleanliness and condition of more than 300 marked and unmarked Uniformed Division vehicles.



The contractor shall be required to provide an automated drive-thru car wash within a 6-mile radius to any three Operational Branches: 1600 Pennsylvania Ave., NW; 3507 International Place, NW; 3450 Massachusetts Ave., NW. The location is required to maintain full mission operations.



The services provided will include at minimum the following:



Exterior Cleaning:




  • Pre-Soak

  • Foam bath

  • Soft cloth wash

  • Tri-color wax treatment

  • Chemical Wheel Cleaner

  • Tire shine

  • Rims cleaned by hand

  • Undercarriage rust inhibitor wash

  • Hand dried with microfiber towels



Interior Cleaning:




  • Door jams cleaned

  • Interior vacuuming of floors and seats

  • Rubber mats washed (4)

  • Vacuum trunk

  • Clean inside of windows

  • Wipe down high touch areas



The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform automated car wash services.



The contract for this procurement will be a 5-year Indefinite Delivery Indefinite Quantity Type Contract with a Not-to-Exceed value of $125,000.00. Payments for this procurement will be in accordance with FAR 52,232-1 –Payments.



Market research was conducted with Washingtonians Car Wash Corp. as the only vendor who can satisfy the requirement. No other vendors were identified capable of providing the automated car was services with additional interior cleaning within the required 6-mile radius to all three Operational Branches. Additionally, no other vendors were identified to allow monthly invoicing after services have been rendered.



The North American Industrial Classification System (NAICS) code for this effort is 811192 – Car Washes .



This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the USSS’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 4:00 PM ET on January 17, 2025. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. Responses must be submitted in writing to melissa.chabot@usss.dhs.gov no later than the time and date noted above. Telephone responses and requests will not be accepted.
