1.0 INTRODUCTION
Padre Dam Municipal Water District (hereinafter referred to as "District") is requesting proposals from
qualified, competent, and experienced contractors for the AS-NEEDED TRAFFIC CONTROL AND FLAGGING
SERVICES 2026 as described in the "Scope of Work" for a period of two years from the notice to proceed
unless the "not to exceed" amount of the contract precedes the expiration date. The District may elect

2.0 BACKGROUND
The District provides water, wastewater, recycled water, and park and recreation services to over 100,000
residents and covers approximately 72 square miles in the East San Diego County communities of Santee,
El Cajon, Lakeside, Flinn Springs, Harbison Canyon, Blossom Valley, Alpine, Dehesa, and Crest. Padre Dam
Municipal Water District has approximately 400 miles of water pipeline, 165 miles of wastewater mains,
and 26 miles of recycled water mains in the system, along with 30 storage tanks, 16 pump stations, 4 lift
stations, and currently constructing an advanced water purification facility.
The District intends to contract with a company that possesses the appropriate experience, skills,
resources, and reputation to provide responsive As-Needed Traffic Control and Flagging Services
throughout the District's service area.
3.0 SCOPE OF WORK
The Scope of Work required may include, but is not limited to, the following key elements:
* Contractor shall agree to furnish any and all labor, equipment, materials, tools, transportation,
and all other items necessary to provide the District Traffic Control and Flagging services on an as-
needed basis.
* The District will attempt to request services with as much notice as possible. Once notified by the
District, personnel should be onsite within two (2) hours or as determined by the District.
* Contractor shall designate a "live" point of contact that is available 24 hours per day / 365 days
per year with the ability to dispatch personnel. Any change in the point of contact will be subject
to District approval.
* Traffic Control and Flagging services will occur within the boundaries of the Padre Dam Municipal
Water District, including but not limited to the communities of Santee, El Cajon, Lakeside, Flinn

Springs, Harbison Canyon, Blossom Valley, Alpine, Dehesa, and Crest. Contractor shall be
responsible for adhering to all jurisdictional, insurance and licensing requirements
as dictated by each.
* Contractor shall provide Traffic Control Plans and Drawings in accordance with the standards set
forth by the authorizing jurisdiction where work is to commence. Completed drawings shall be
submitted to the District in an electronic format as determined by the District. Should edits or
corrections be required by the authorizing jurisdiction in accordance with their published
standards, the Contractor will bear the expense with no cost to the District.
* The Contractor will provide and install jurisdictional approved traffic control as designed by the
Contractor or provided by the District and outlined in the approved traffic control plans. The
traffic control plans shall meet the required needs of the job and adhere to all jurisdictional
requirements. All necessary traffic control devices shall meet state and local requirements.
Required personnel shall be qualified and certified to perform traffic control and flagging services.
* Traffic Control Technicians and Flaggers must be trained in accordance with Cal/OSHA, Title 8,
Section 1599 and the California Manual on Uniform Traffic Control Devices for Streets and
Highways.
* The District shall specify locations and details for all work on an as-needed basis.
4.0 PROPOSAL REQUIREMENTS
Overview
Proposals should be concise, well organized, and demonstrate the Respondents' qualifications and
applicable experience and should include the following:
A. Cover Letter - Respondent should describe their interest and commitment to the proposed
project. The letter shall include the name, title, address, telephone number, and e-mail address
of the individual to whom correspondence and other contacts should be directed during the
Contractor selection process. The proposal should include the legal business name and the form
of the company (sole proprietor, partnership, corporation, joint venture, etc.). If the company is
a wholly owned subsidiary of a parent company, the parent company must be identified.
B. Executive Summary - The executive summary should provide an encapsulated overview of the
Proposal. This section will be no more than two pages. Include a brief overview describing the
proposal and discuss the Contractor's overall approach to the Scope of Work.
C. Contractor Information - Provide information regarding the background, history, and long-term
viability of the Respondent's firm. Include the number of years the company has maintained an
office in San Diego County.
D. Communications - Describe the proposed line-of-communication between the District, the
Contractor, and any subcontractors. Address approach to team integration to ensure timely
responses to the District's requests.
E. Project Personnel and Organization - Identify the names and specific qualifications, experience,

and appropriate licenses held, if applicable, of the primary staff assigned to the project. Provide
an organizational chart to show how the team will be structured to support the project effort.
Indicate role and responsibilities of prime contractor and all subcontractors.
F. Services Agreement Additions or Exceptions - Respondents should provide any requested
additions or exceptions to the Services Agreement included in Exhibit D with their Proposals;
however, the District is not required to accept requested additions or exceptions. If no
requested deletions or additions to the proposed contract are identified, the Respondent will be
deemed in agreement with the terms of the proposed Agreement and changes to it will not be
considered.

Proposer questions or comments received in a timely manner to assist Proposers in preparing Proposals.
5.0 BIDDER QUALIFICATIONS AND EXPERIENCE
Bidder Qualifications. The work shall be performed under the supervision of a licensed C-31 contractor,
licensed to practice in the State of California. The name, license number, expiration date, and individual
who will direct the work shall be listed (Exhibit A). All contractors must be registered with the
Department of Industrial Relations (DIR) prior to bidding on or performing any public work.
Experience and Technical Competence. Describe the company's experience in providing similar services
as those described in the Scope of Work. Provide copies of certifications as necessary to confirm the
contractor's competency in performing traffic control and flagging services. Include two current
references of similar work performed in the San Diego County area. Include the references' company
name, address, name of contact, phone number and email address. (Exhibit B).
Subcontractors. If subcontracted services are to be provided, include the subcontractor's name, business
address, license number, class codes(s), and what specific service(s) they will provide. All subcontractors
must be registered with the DIR prior to bidding on or performing any public work.
Proof of Insurance. If selected, provide proof of insurance per the attached District requirements. See
Exhibit D, "Contract for Services, Maintenance".
Sample Agreement Review. Review the attached sample agreement, "Contract for Services -
Maintenance". No exceptions to contract provisions are allowed. Noted exceptions render a bidder as
"non-responsive."
If contract/agreement is over $25,000, a bond(s) will be required. See Exhibit D, "Contract for Services,
Maintenance"

NOTE: Labor and material costs are to include prevailing wage, overhead, and profit. Bid should also
include any charges for insurance policy endorsements or bonds, as applicable.

6.0 CONTRACTOR SELECTION PROCESS
A. Final selection will be based on the strength of each proposal and qualifications. The selected
Contractor will be chosen based on the apparent greatest benefit to the District. The District will
rank each Respondent based on the evaluation criteria listed below and recommend to the Board
of Directors to enter into a contract with the top ranked Respondent. The Board of Directors has
the final approval authority to enter into a contract with the selected contractor.
B. Each Proposal will be reviewed for its: (a) responsiveness to the requirements in this RFP, (b)
conformance to the RFP instructions, and (c) non-conformities and irregularities. Proposals not
responsive to this RFP may be excluded from further consideration and the Respondent will be so
notified. The District may also exclude from consideration any Respondent whose proposal
contains a material misrepresentation; notwithstanding the foregoing, the District may, in its sole
discretion, waive any minor irregularity or nonresponse in the proposal and request clarification
or additional information, as applicable, to remedy that irregularity or failure, as applicable. In
addition, the District may, in its sole discretion, reject all Proposals.
Labor and material costs to provide Scheduled Inspection & Maintenance Services. (Labor and material
costs are to include prevailing wage, overhead, and profit.)
1. Right to Reject Proposal: The District reserves the right to reject any and all proposals, to waive
any of these procedures for submitting proposals, to waive any informality in proposals received,
to accept or reject any or all of the items in the proposals, and to award the contract in whole or
in part if it is deemed in the District's best interest.
2. Reservations: This Request for Proposal does not commit the District to award a contract, to
defray any costs incurred in the preparation of a proposal pursuant to this Request for Proposal,
or to produce or contract the work.
7.0 EVALUATION
In the evaluation and scoring of Respondents, the District will consider the information submitted with
respect to the evaluation criteria set forth below to evaluate specific aspects of a Respondent's Proposal.
The result of the evaluation will be a comparative scoring of Respondents.
In evaluating each of the criteria, District Operations staff will identify significant and minor strengths and
weaknesses from the proposals. The Operations staff will then use the following standards to evaluate
the submissions and determine the number of points for each evaluative criteria based on the maximum
point assigned in the table below.
A. Definition of "strength" and "weakness":
i. The term "strength" ultimately represents a benefit to the District and is expected to increase
the Respondent's ability to meet or exceed the requirements identified in this RFP.
A minor strength has a slight positive influence on the Respondent's ability to address the
requirements.
A significant strength has a considerable positive influence on the Respondent's ability

D. Fee Proposal - Evaluated based on reasonableness of the proposed costs. Costs may be
compared to other public agencies and what is the industry's standard and customary costs for
services. Proposed costs may also be compared to any independent cost estimates.
8.0 AWARD OF CONTRACT
Upon determination of the highest rated Respondent, the District will endeavor to negotiate a
mutually agreeable scope and not-to-exceed fee. If the District is unable to reach an agreement, the
District will proceed, at its sole discretion, to negotiate with the next highest rated Respondent, in
sequence, until an agreement is reached or a determination is made to reject all proposals.
If awarded, the contract will be awarded based on demonstrated competence, qualifications, and
best fit to the District's needs and requirements. The District reserves the right to reject all proposals
and to contract for services in the manner that most benefits the District, including awarding more
than one contract if desired.
Any Respondent awarded a contract shall execute the District's Services Agreement, which is
attached as Exhibit D. Respondents should provide any requested additions or exceptions to the
Services Agreement with their Proposals; however, the District is not required to accept the
requested additions or exceptions.
9.0 TENTATIVE SCHEDULE FOR SELECTION AND AWARD
The District anticipates that the process for selection of Contractors and awarding the contract will
be according to the following tentative schedule:

10.0 SPECIAL CONDITIONS
Reservations - This RFP does not commit the District to award a contract, to reimburse any costs
incurred in the preparation of proposals pursuant to this RFP, or to procure or contract for work.
Award of the contract is not a guarantee for any minimum amount of services to be performed by
the Vendors or availability of work for all companies on the list or for all companies on the team.

Public Record - All proposals submitted in response to this RFP become the property of the District
and public records, and as such may be subject to public review.
Right to Cancel - The District reserves the right to cancel this RFP, in part or in its entirety. If the
District cancels or revises the RFP, the District will notify all firms in writing.
Additional Information - The District reserves the right to request additional information and/or
clarifications from any or all respondents to this RFP.
Agreement for Services - The selected Contractor will be required to sign a copy of the District's
Agreement for Traffic Control Services (Exhibit D) once a contract has been negotiated.
Insurance Requirements - The District requires all Contractors to procure and maintain, during the
period of performance of this agreement, insurance as described in Exhibit D of the attached
Services Agreement. The selected Contractors must provide the District with the required insurance
certificates within 14 days of notice of selection.
11.0 PROPOSAL SUBMISSION DEADLINE
Submit your proposal no later than 3:00 PM on Friday, July 31, 2026.
Proposals will be time-stamped and dated as received. Late proposals will not be accepted.
All proposals shall become the property of the District and will not be returned. Proposals also become
public records and, as such, may be subject to public review.
