Summary

Volusia County’s Office of Recovery and Resiliency (ORR) is seeking construction services for this project to construct the Lantern Park stormwater improvements. This project is intended to aid in the recovery of Volusia County from the damage suffered from Hurricane Ian in September 2022 and this project is funded by a U.S. Dept. of Housing and Urban Development (“HUD”) Community Development Block Grant for Disaster Recovery (“CDBG-DR”).



Background

Lantern Park is a 168-home subdivision located off of Reed Canal Road in South Daytona. The subdivision was constructed in the 1960’s without a stormwater pond. Stormwater is collected in a series of inlets that direct water to two large pipes run side-by-side along the western edge of the subdivision. One of the pipes is a 42-inch and the other next to it is a 48-inch pipe. These two large pipes flow towards the north and empty into Reed Canal.

Prior to Hurricane Ian in 2022, the City purchased a 1.42 acre vacant track at the front of the subdivision and constructed a stormwater pond. The pond has a pump station that conveys water into Reed Canal before, during and after a storm. During Hurricane Ian, the pond became overwhelmed and the majority of the homes located here flooded. During Hurricane Milton, the pond once again became overwhelmed and most of the homes that flooded during Hurricane Ian flooded yet again.
