Amendment 3: Change to Quote Submission Due Date



1. PURPOSE: This notice is to inform all interested parties of a change to the quote submission due date. All quote submissions must be submitted by May 15, 2026 at 4:00 PM Adana local time.

Amendment 2: Clarifying Site Visit Location and Time



1. PURPOSE: This notice is to inform all potential offerors of the meeting location and time for the Grounds Maintenance site visit at Incirlik Air Base.



2. SITE VISIT DETAILS





  • Date: 29 April 2026




  • Time: 08:30 AM Adana Local Time




  • Meeting Location: Building 485 (39 Contracting Squadron), Incirlik Air Base




  • A shuttle service will be provided to transport contractors from Building 485 to the Grounds Maintenance work locations following a pre-site visit briefing.




  • Contractors are not required to provide prior confirmation of their intent to attend this site visit. All other details regarding the visit remain the same unless otherwise specified in a future notice.

Amendment 1: Rescheduling of Site Visit



1. PURPOSE: This notice is to inform all potential offerors of a schedule change for the Grounds Maintenance site visit at Incirlik Air Base.



2. NEW SCHEDULE FOR SITE VISIT





  • New Date: 29 April 2026




  • Location: Incirlik Air Base, Türkiye




  • All other details regarding the visit remain the same unless otherwise specified in a future notice.





3. INSTRUCTIONS FOR REGISTERED VENDORS



The registration period for this site visit is now closed.



For all vendors who successfully registered and submitted the required documentation prior to the original deadline on SAM Notice ID: 39CONS_IncirlikSiteVisit, your registration remains valid for the new date. No further action or resubmission of documents is required from you at this time. No new or late registrations for this site visit will be accepted.



All potential offerors should continue to monitor this official SAM.gov posting for any further updates. All inquiries related to this notice should be directed to the POCs listed in the original announcement.

THIS REQUIREMENT IS SUBJECT TO THE DEFENSE AND ECONOMIC COOPERATION AGREEMENT (DECA) - U.S. INTERESTS AND TURKISH NEEDS DATED AUGUST 1982. ONLY PROPOSALS FROM SAM-REGISTERED TURKISH FIRMS (LOCAL NATIONAL) WILL BE EVALUATED.





THIS REQUIREMENT IS SUBJECT TO CLAUSE 52.232-18, AVAILABILITY OF FUNDS:



Availability of Funds (Apr 1984)



Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.





The Government is soliciting offers for Grounds Maintenance Services at Incirlik Air Base, Türkiye. Requirement details are provided in the below attachments.



Site Visit Date: 28 April 2026 at 8:30AM local Adana time



Question Submission Due Date: 29 April 2026 at 4:00PM local Adana time



Solicitation Due Date: 8 May 2026 at 4:00PM local Adana time





SITE VISIT RULES AND RESTRICTIONS:



Contractors that provided affirmative responses to SAM Notice ID: 39CONS_IncirlikSiteVisit will be permitted to attend the site visit on 28 April 2026. No new attendance requests will be processed at this time.



Photography/Videography: Photography and videography are strictly prohibited unless specifically authorized by the on-site Contracting Officer.



Electronic Devices: The use of personal electronic devices, including cell phones, laptops, and smartwatches may be restricted in certain areas.



Questions: Questions may be submitted in writing prior to the site visit or asked during the designated question-and-answer portion of the tour. All questions and official answers will be posted on SAM.gov as an amendment to this notice.
