Interim CTO Transition Services

Downstate Health Sciences University intends to make an award under our discretionary authority, which is up to $75,000.00, for Temporary consulting CTO Services, pursuant to NYS Education Law 355(5)(a) which authorizes purchases without a formal competitive process in certain circumstances, including purchases from NYS small businesses, from business certified pursuant to Article 15-A of the NYS Executive Law and if applicable, from businesses selling commodities or technology that are recycled or remanufactured. Vendor must be able to :

Provide comprehensive Contract CTO Transition Services designed to deliver immediate, expert-level technology leadership and stability during critical transition periods.

The services are focused on three core objectives:

1. Operational Stability: We ensure the continuity of your IT operations by providing daily oversight of the technology team, monitoring system performance and availability, and upholding operational best practices in direct collaboration with your CIO.

2. Information Security: Our engagement includes stewarding and maintaining your information security posture. We oversee existing policies, identify and report vulnerabilities, and support incident response planning to protect sensitive data.

3. Critical Project Oversight: We deliver strategic management and technical support for critical, CIO-approved projects. This includes oversight for initiatives such as cloud migrations, network modifications, and data center strategy, ensuring key projects remain on track.

The Personnel Qualifications:

All resources assigned to this engagement must possess an, expert-level networking certification (e.g., CCIE or equivalent), demonstrable experience leading complex cloud migrations, and verifiable experience working within HIPAA-covered environments.

This procurement is subject to NYS Finance Law §§139 –j & –k, AKA the Lobbying Law. Therefore, vendors are cautioned that the only permissible contact for this procurement is the individual listed below. Failure to comply with this requirement can range from no contract award to debarment from sales to any NYS agency.

The successful contractor will be required to submit applicable documents related to Vendor Responsibility, NYS Finance Law §§139 –j & –k and New York State Tax Law Section 5-a.
