Description:

SUNY Upstate Medical University ("UPSTATE") announces its intent to make an award under its discretionary authority, pursuant to NYS Education Law §355(5)(a). This opportunity, valued up to $125,000, seeks a qualified vendor to provide access and use of a service platform that provides real-time compensation data and analytics for management of Upstate’s contingent labor workforce.

Please note, a formal sealed bid process will not be conducted for this procurement.

Interested parties capable of meeting the specified requirements must contact the designated Campus contact listed in this advertisement within fifteen (15) business days of this Advertised Notice to submit a proposal.

Mandatory Requirements:

Proposals will only be considered from vendors that meet the following criteria:

  • Must be authorized to do business in New York State.
  • The vendor must possess a minimum of three (3) continuous years of experience in providing the services noted above.
  • The platform must deliver robust historical compensation data, analytics and benchmarking, in real time, that can be used to monitor and manage contingent labor costs.

This procurement is subject to NYS Finance Law (“SFL”) §§139j&k, also known as the Lobbying Law, therefore, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed below. Contacting any other individuals at Upstate in connection with this advertisement may constitute a violation of SFL. Failure to comply with this requirement can range from no contract award to debarment from sales to any NYS agency. Please refer to the Office of General Services website at: https://ogs.ny.gov/acpl for more information on the Lobbying Law.

Vendors responding to this advertisement shall be required to complete and submit applicable documents related to Vendor Responsibility, NYS SFL §§139 j&k and NYS Tax Law Section 5-a.

Vendors responding to this advertisement will be required to submit valid and current NYS Workers’ Compensation and Disability forms.
