PROJECT
The City of Fate ("City") seeks the assistance of a consulting firm specializing in long-range municipal
planning, land use planning, and similar planning disciplines to update the City’s Comprehensive Plan.
Proposals will be accepted from individuals, firms, or teams who can demonstrate they have the resources,
experience, and qualifications to provide a range of professional planning services and recommendations
for updating of the City of Fate’s 2021 “Forward Fate” Comprehensive Plan. The Plan can be downloaded

The City has preliminarily identified the following goals to be achieved through this Comprehensive Plan
Update project:
• Updates to the Future Land Use Plan to support commercial and employment growth.
• Revisit land use place types for compatibility with community vision.
• Review the seven Value Statements to reaffirm or revise as needed.
• Update the Implementation Action Plan to remove/archive tasks that have been completed and
identify new tasks for implementation.
• Provide recommendations for revitalization of the downtown district, including an enhancement to
the Downtown Focus Area Plan.
The firm's qualifications should address how they would approach the following key issues in producing
the Update:
• Providing an overview/review of the existing Plan. (What would you say are the primary goals and
objectives of the current Plan?)
• An assessment of the current Plan’s Future Land Use Plan (FLUP) and the City’s successes and
challenges in implementation of the FLUP.
• Plan implementation and synchronization with current regulatory ordinances used by the City (e.g.,
Unified Development Ordinance and CIP program).
• Incorporating future development with open space and pedestrian trails and linkages prescribed
by the City's adopted parks and trails masterplan.
• Preferred process for public outreach and engagement for the Update.
The approach suggested by the consultant should include considerations to ensure that the Update will be
developed in close coordination with city staff and the governing body and include opportunities for
interactive feedback as the work proceeds.
CITY PROFILE
The City of Fate contains a population of nearly 30,000 that is situated over 12.5 square miles. It is located
approximately 30 miles east of downtown Dallas within the DFW Metroplex, nestled between the cities
of Rockwall and Royse City in Rockwall County. Fate is positioned to continue experiencing rapid
population growth, especially as development pressure continues to mount from the urban core towards
the suburban markets.

With award-winning school districts, easy access to amenities throughout the DFW metroplex, and
proximity to natural resources such as Lake Ray Hubbard, Lake Lavon, and the open spaces in Rockwall,
Collin, and Hunt Counties, Fate continues to be an attractive locale for new residents and those choosing
to upgrade their lifestyles. With an abundance of new homes in the community, the City Council and
residents have been prioritizing the growth of the commercial sector, including professional services,
retail, restaurants, and entertainment. Development of high-quality primary employment has also been a
priority, geared to serve the east-side communities with high-paying jobs close to home, reducing
commutes and alleviating congestion on the region’s highways.
PARTICIPATION, VISIONING, AND INPUT
The Fate City Council serves as the governing body for the City. There are seven members of the Council.
None of the current Councilmembers were on the Council during the development of the current 2021
Plan. The visioning process for the 2021 Plan involved over 15 meetings and engagements. The process
included numerous online and in-person public meetings, and the establishment of and consultation with
a Comprehensive Plan Advisory Committee (CPAC).
The level of participation, visioning, and input will be a significant part of the Update but may not be to
the extent employed for the 2021 Plan. It is anticipated that a Steering Committee or Advisory Committee
will guide the Update project. While the scope and scale of public outreach would be developed between
the City and the selected Consultant, the key goal is to present a project that has been developed with a
high degree of openness and transparency, and that multiple legitimate opportunities for community input
have been made. The City does not anticipate a need for a website portal, though the final deliverables of
the update will be reflected on the existing Forward Fate Comprehensive Plan website
(www.forwardfate.com).
PROJECT BUDGET
The Fate City Council has adopted a budget of $100,000 for this project in the FY 2026 municipal budget.

RFQ SUBMITTAL PACKAGE
Please provide the City a response that includes:
I. A Firm introduction and summary that addresses:
• Project management approach;
• Planning philosophy;
• A formal response to the issues identified for the project outlined above on page 2 of 7;
• Technology and resources to be used in the planning process;
• Public participation approach; and
• Statement acknowledging tentative project schedule and confirming the firm’s ability to meet the
schedule.
II. Résumés reflecting the qualifications and experience of each member of the planning team,
including any potential subcontractors. Only include qualifications for those team members who will
be present at most staff and public meetings.
III. Related firm experience and professional references, including:
• Narrative reports describing at least three comprehensive plan projects or updates completed in the
last five years with reference contact information.
• Enumeration of the firm’s present workload and a schedule indicating the firm’s ability to
accomplish the project with its present workforce. Identify the level of time commitment that the
City of Fate can expect from senior principal staff dedicated to this project.
• The specific services to be provided will be determined through negotiation and mutual agreement
between the City and the consultant. The City expressly reserves the right to perform any part of the
project itself or to use outside services.

SUBMITTAL PROCEDURES
Consultant candidates shall submit six (6) identical bound or stapled paper copies and one (1) electronic
copy of their submittal package. Electronic copies may be submitted either as a saved document on a
portable storage drive with the paper copies or via an email received prior to the deadline. Submissions
shall be in a sealed package or envelope marked "City of Fate, TX Comprehensive Plan Update." The
consultant organization's name and address shall appear on the package.

Responses must be received no later than 5:00 p.m. CST on Monday, December 22, 2025.
The City is not responsible for the non-receipt of proposals sent by mail or courier. Respondents are cautioned
to submit a complete response addressing the identified plan components, and other elements included within
this RFQ. The City reserves the right to amend this RFQ, waive any requirement or irregularity, request
modifications to proposals, and reject any and all proposals for any reason.
SELECTION PROCESS
Upon review of the responses to the RFQ, the City may conduct interviews with selected firms. If the City
chooses to conduct interviews, the selected firms will be invited (at their own expense) to make a
presentation about their qualifications and examples of past projects. The proposed Project Manager is
expected to be the primary presenter. The date and time for interviews will be determined after a review
of the proposals.
At the conclusion of the review and interview process, the City’s Project Manager will begin negotiations
