The AMP will develop a vision and an accompanying clear, understandable development concept plan based on current realities, expectations and future aspirations. This plan will describe functional areas and the sequence of development (timing) for any additional land uses on the Lacombe Regional Airport lands. A framework will be included on how to implement the development concept, ensure a high level of public engagement, encourage compatible, orderly and efficient growth, address new noise measurement and abatement, and identify buffer zones and areas for future growth as per the City of Lacombe Intermunicipal Development Plan. The purpose of the AMP is to ensure a high-quality built
environment by identifying the highest and best use of the facilities and land, promote co-location of compatible services and achieve high building standards and design guidelines.
The AMP will identify additional complementary land uses on and adjacent to the Airport lands (e.g. residential suites in hangars, recreational, commercial, and industrial uses).
The AMP will provide engineering assessments for the management of transportation systems; access points, emergency routes, infrastructure and facilities for the utilities (water, wastewater, stormwater, power, telecommunications and natural gas) and any needed municipal reserves, rights-of-way, easements, public accesses and/or amenities. It will address any required upgrading to current servicing to the existing hangar lots and compatibility issues with the surrounding land uses and the residential community; and, provide any required environmental or geotechnical analysis such as bird/animal control, natural vegetation selection, soil contamination and reclamation.
The intent of the AMP is to also be a future springboard to draft supporting elements, such as the development of an economic development strategy which identifies and measures potential impacts and articulates the benefits (e.g. business, tourism, emergency response, medical, etc.) of the Lacombe Regional Airport lands. The economic strategy will create attractive and marketable lease spaces, promote complementary uses in each Airport functional area, safeguard that new and existing developments are compatible and ensures Airport operations harmonize with the adjacent residential communities.
*Note: While the Master Plan will not replicate the 2016 Feasibility Study in terms of financial or governance aspects, the Feasibility Study is now 10 years old and becoming dated in many aspects. Following completion of the AMP, the Feasibility Study will be reviewed to be incorporated into the study or be rescinded in order that there are not two documents that may not be consistent, or potentially contradict each another.
