The Army Contracting Command-Redstone, on behalf of the Project Manager, Aircraft Survivability Equipment (PM ASE), intends to solicit a 10-year effort for Production, Engineering, Technical, and Logistic Support Services for the OT-228/U Common Infrared Countermeasures (CIRCM) System. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334511.
The OT-228/U CIRCM system consists of two (2) Pointer Trackers (PTs), two (2) lasers, and one (1) System Processor Unit (SPU). CIRCM is the next generation lightweight, laser-based infrared countermeasure component that will interface with both the Army’s Common Missile Warning System (CMWS) and future missile warning systems (MWS) to defeat current and emerging missile threats to target rotary-wing, tilt-rotor and small fixed-wing aircraft across the DoD. CIRCM receives hand-off from the MWS and employs a pointing and tracking system to track incoming missiles. CIRCM jams the missile by using laser energy, thus degrading the tracking capability of the missile and causing it to miss the aircraft. CIRCM is utilizing Open Systems Architecture which allows flexibility with software and hardware refreshes to keep pace with future threats.
PRODUCTION
The Contractor shall possess the capability and demonstrated experience to produce, or manage the production of, both legacy and future versions of the CIRCM System.
ENGINEERING AND TECHNICAL SERVICES
The Contractor shall possess the capability to provide engineering and technical services support to both legacy and future versions of the CIRCM System. The Contractor shall possess demonstrated experience in supporting current and legacy versions of the CIRCM System.
LOGISTICS SUPPORT
The Contractor shall possess the capability to provide fielding, repair, and sustainment support for legacy and future versions of the CIRCM System.
FOREIGN MILITARY SALES SUPPORT
The Contractor shall possess the capability and demonstrated experience to provide Foreign Military Sales support of CIRCM System.to international customers.
CONFIGURATION MANAGEMENT
The Contractor shall use the latest government-approved version of the CIRCM System. Configuration Management Plan to support development, integration, and test specifications.
INTERFACE CONTROL DOCUMENTATION
The Contractor shall use existing baseline interface documents, to include system/subsystem interface control specifications, mechanical interface control documents, and drawings, to ensure that the system designs are compliant with aircraft electrical and mechanical interface designs.
PLATFORM INTEGRATION ENGINEERING SUPPORT
The Contractor shall possess a demonstrated capability to support CIRCM System. Integration on Army Aviation platforms. This support shall include all required research, analysis, design, development, testing, fielding, and sustainment.
The Government intends to release a Request for Proposal (RFP) for this effort. It is anticipated this this effort will be awarded to a single contractor. Pursuant to 10 United States Code (U.S.C.) 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), the Government intends to solicit and negotiate with only one source: Northrop Grumman Systems Corporation (NGSC), 600 Hicks Road, Rolling Meadows, IL, CAGE Code: 26916.
