The City of South San Francisco is requesting proposals (RFP) for professional consulting services for the Project Initiation Document (PID) / Project Study Report (PSR) – Project Development Study (PDS) Phase and for the Project Approval and Environmental Document (PAED) Phase to advance the Junipero Serra Boulevard & I-280 Westborough Boulevard Pedestrian & Bicycle Connectivity and Safety Project (“the Project”) into the Plans, Specifications, & Estimate (PS&E) Phase.
The City of South San Francisco has received local funding through the San Mateo County Transportation Authority to complete the PID and PAED Phases and advance the Project into the Plans, Specifications & Estimate (PS&E) Phase through the development of project schedules, environmental documents, and any Right-of-Way requirements if applicable. Furthermore, the City recently completed a Feasibility Study and developed three (3) design alternatives for further promotion. A copy of the Feasibility Study Report can be found under Attachment A of this RFP.
The requested work will be funded with a local grant fund provided by the San Mateo County Transportation Authority (TA). And the total budget identified for this scope is anticipated not to exceed $1,436,790. The performance period of the contract from the date approved by City Council to the completion of all requirements to advertise the design phase of the project or January 31, 2026 whichever is the lesser. (Note: City Staff will make a time extension request to the TA for continued use of the grant fund)
The City of South San Francisco’s Active South City Final Report (2022) outlines the City’s vision to create an environment that supports walking, bicycling, and active living that enables people of all ages and abilities to comfortably access schools, jobs, recreational centers, shops, and transit centers either by walking or bicycling. Enhancing the travels for all modes of transportation through the corridors of Junipero Serra Boulevard and Westborough Boulevard is a priority for Active City. It outlines the City’s vision to create conditions where walking and bicycling are accepted and encouraged while increasing a community’s livability in ways that are difficult to measure but should not be overlooked. Consequently, the City of South San Francisco Bicycle and Pedestrian Master Plan known as Active South City, identified the project as one of its top eleven (11) priority projects. The existing conditions of the project site are currently not aligned with Active South City for active transportation safety, comfort, and equitable mobility.
