The Naval Air Systems Command (NAVAIR) at Patuxent River, MD (V2231) intends to negotiate and award a new Delivery Order under Basic Ordering Agreement (BOA) N0001920G0007 on sole source basis to The Raytheon Company (Raytheon) for the management and integration of the required upgrades to APG-79 Advanced Electronically Scanned Array (AESA) Radar Production Test Stations as per the latest NISPOM requirements. Period of Performance of the delivery order is estimate to be approximately 01 April 2025 through 31 March 2026.
This acquisition is being pursued on a sole source basis under the statutory authority of US U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon is the sole designer, developer, and manufacturer of the APG-79 AESA radar system with the intricate knowledge of various avionics, targeting, and sensor systems installed abroad the USN and FMS aircraft weapon systems. The Government does not possess technical data package with Government Purpose Rights for the APG-79 AESA radar system. This data package is required in order to perform the upgrades to the APG-79 Radar Production Test Stations. As such, NAVAIR has determined Raytheon is the only responsible source capable of meeting the Government’s minimum needs.
This synopsis is published for information purposes only and is not a request for competitive proposals. Per FAR 10.002(d)(2), the Government does NOT intend to use the provisions of FAR Part 12 for this acquisition.
