SUBJECT: Environmental Transmission Electron Microscope Service



SOLICITATION NUMBER: NB642000-25-00465



RESPONSE TIME: 15 days after posting



The National Institute of Standards & Technology (NIST) intends to negotiate, a sole source contract, under the authority of FAR 13.106-1(b), with Thermo Fisher Scientific (FEI), located in Hillsboro, Oregon for an agreement to maintain and service an Environmental Transmission Electron Microscope (ETEM).



Sole Source Justification is as follows:



The Materials Science and Engineering Division requires preventative maintenance and emergency repair for a Titan 80-300 kV ETEM. The instrument is used to support techniques for measuring the structure and properties of nanoscale materials in working conditions. This is achieved using in situ high-resolution imaging, diffraction, and chemical analysis techniques, such as electron energy loss spectroscopy (EELS) and energy-dispersive X-ray spectroscopy (EDS), under reactive environments in an ETEM.
