Transportation Corridor Planning Study:
Interestate (I) 694 between Brooklyn Boulevard in Brooklyn Center and Lexington Avenue in Arden
Hills
Study Background
State will perform a transportation corridor planning study along I-694 between Brooklyn Boulevard in
Brooklyn Center and Lexington Avenue in Arden Hills. This segment of I-694 is one of the most heavily
traveled stretches of the Metro Regional Highway System, with typical weekday mainline traffic volumes
of 125,000 to 155,000 vehicles. It is among the most congested segments of the regional system, with
travel delays occurring well beyond peak hours. Safety is also of concern for drivers on this highway
segment, as several locations have high critical crash rates; and for pedestrians and bicyclists as well,
with several intersecting roads included on State’s Vulnerable Road User High Injury Network.
The study will present and analyze current and future transportation conditions; identify transportation
safety and mobility needs for all users; and recommend alternatives to inform long-range transportation
improvements (10 years or more). The study will also present short-range recommendations to help
scope the State-planned resurfacing and bridge maintenance project on I-694 from Shingle Creek
Parkway in Brooklyn Center to Highway 10 in New Brighton that is programmed in State Fiscal Year (FY)
2033 (estimated combined costs of approximately $86 million).
The study will include an implementation plan for both long- and short-range recommendations that
presents planning level cost estimates, identifies potential funding gaps and funding opportunities,
engages local partners, and outlines the next steps in the project development process.
Major Contractor tasks and deliverables include:
1. Study management and administration.
2. Corridor conditions report.
3. Transportation conditions and 2050 forecasting.
4. Needs identification and evaluation criteria.
5. Alternatives development and screening.
6. Long-range alternatives recommendations (“corridor vision”).
7. Short-range alternatives recommendations (low-cost/high benefit elements for FY 2032
projects).
8. Agency coordination.
9. Implementation plan for long- and short-range alternatives.
10. Study documentation and report.
11. Coordination with a separate public engagement team managed by state.
This study does not include National Environmental Policy Act (NEPA) analysis or review.
Study limits:
Westerly: Brooklyn Boulevard in the City of Brooklyn Center
Easterly: Lexington Avenue in the City of Arden Hills
Northerly: Buffer extending one-half mile north of I-694
Southerly: Buffer extending one-half mile south of I-694

1 Project Management
Project management includes work necessary to administer, coordinate, and communicate to complete
the project tasks as scheduled and within budget. Contractor must not reassign its project manager or
their duties without notifying State’s project manager and obtaining their written consent. Contractor
staff must have the training and expertise necessary for the tasks to which they are assigned.
1.1 Team Supervision and State Coordination
Contractor’s project manager will provide daily guidance and supervision of work performed by
Contractor personnel and subcontractors. This includes ongoing team meetings and coordination
throughout the study.
1.2 Administration
Contractor will perform all administrative tasks necessary to successfully carry out the study and
complete its deliverables, including but not limited to:
a) A study kick-off meeting within 21 days of notice to proceed for State functional staff and others
identified by State.
b) Regular small group or one-on-one project manager coordination meetings with State’s project
manager on at least a biweekly interval, and more frequently if deemed necessary by State.
c) Regular meeting on at least a bi-weekly interval with the Community and Engagement lead.
d) Notes and/or a project log that documents key information, decisions, and discussions.
e) Monthly invoices accompanied by a cover letter explaining project status, percent of work
complete, remaining effort, any schedule changes, and direct expense receipts/documentation.
f) Monthly progress reports for the month and to date for each task.
g) Monthly schedule update with cost and percent completion information.
h) Storing of all deliverables in an electronic document management system (e.g., SharePoint) that
makes deliverables and working drafts available to State’s project manager at all times. Final
deliverables to be submitted by email, ProjectWise (facilitated by state), and/or SharePoint.
i) All other work to ensure the study tasks are completed within budget and schedule.
1.3 Schedule
Contractor will prepare and maintain the project schedule. An Excel file in Gantt chart or similar format
is preferred. The anticipated study duration is 18 months. The schedule will be a “living document”
based on mutually agreed-upon dates and will be the primary tool for setting the dates of the meetings
described in this Scope of Work. The schedule will also describe review periods for deliverables. State
review of Contractor deliverables are assumed to be no more than two weeks unless otherwise stated
or agreed upon. Contractor and State will jointly review and revise the schedule as needed to adjust
submittal requirements, review dates, and major milestones no less than every three months.
1.4 Project Management Plan (PMP)
Contractor will develop and submit within 30 days of notice to proceed a PMP that will include the study
description, the project team, project communications, task assignments, study schedule and key
milestones, deliverables, budget and fee, and identified risk.
1.5 Quality Management Plan (QMP)
Contractor will develop and submit within 30 days of notice to proceed its QMP. The QMP will specify
how Contractor will perform Quality Assurance and Quality Control (QA/QC) activities throughout the
duration of the project to ensure delivery of a quality project in a timely manner that conforms to
