NOTICE OF INTENT TO SOLE SOURCE

NAVSUP Fleet Logistics Center San Diego (FLCSD) intends to award a commercial Sole Source contract to OKLAHOMA STATE UNIVERSITY, CAGE: 0U784 in accordance with FAR 13.501 and FAR 6.302-1.

This requirement is for the International Fire Service Training Association (IFSTA) Fire and Emergency Services (F&ES) eLibrary.

The contractor shall provide Fire and Emergency Services (F&ES) Personnel across Commander, Navy Region Southwest with the ability to access on-line firefighter learning materials to obtain full performance level certification requirements. This is a non-personal services Firm Fixed Price contract with a base of 12 months and 4, 12-month option periods as defined in this Performance Work Statement (PWS).

This is a new requirement.

The proposed contract action is for a Sole Source Firm-Fixed-Price contract under FAR Part 13 Simplified Acquisition Procedures.

This Notice of Intent is not a request for competitive quotes or proposals and no solicitation nor RFQ will be forthcoming. Responsible sources may identify their interest and submit a capability statement in response to this notice by July 22, 2025, 11:59 p.m. PST via e-mail to yesica.l.burrill.civ@us.navy.mil which shall be considered by the agency.

Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. A determination by the Government to not compete this proposed contract is entirely at the discretion of the Government.
