REQUEST FOR BIDS

SEALED BIDS will be received by Richland Township, Allegheny County, 4019 Dickey Road, Gibsonia, Pennsylvania, 15044, until 11:00 am on Monday, April 13, 2026, at which time they will be opened and read aloud.   Bids may be considered and awarded at a meeting held by Richland Township Supervisors on Wednesday, April 15, 2026, at 7:00 p.m. for the following:

Contracts 26-01 – 2026 Road Improvement Project:

Work consists of the milling of existing asphalt, installation of hot mix superpave binder and wearing courses, base repair, backfilling and other miscellaneous work on nine (9) Township roads totaling approximately 18,000 feet in length. Alternate bids for similar work will also be received for five (5) other Township roads totaling approximately 4,200 feet in length.

Contract 26-02 -  2026 Road Maintenance Project:

Work consists of the application of a double bituminous seal coat plus Fog seal on six (6) Township roads having a total length of approximately 16,200 feet.

Proposals and Bid Documents can be obtained from Shoup Engineering Inc (724-869-9560) weekdays, by appointment, located at 329 Summerfield Drive, Baden, Economy Borough, Pennsylvania 15005 for a non-refundable fee of $100.00, payable to Shoup Engineering prior to distribution.   Call ahead to ensure the documents are ready.

Proposals must be submitted upon the original forms furnished by the Township.

Pennsylvania Prevailing Wage Rates Will Apply.

Each Bidder must submit a bid bond or cashier’s check as bid security in the amount of ten percent (10%) of the bid amount made payable to the Township.   No bids may be withdrawn within sixty (60) days after the date of opening.

A Performance Bond and a Payment Bond in the amount of 100% of the bid amount, and an 18-month Maintenance Bond in the amount of 100% of the contract amount will be required.

Richland Township reserves the right to reject any or all bids either in whole or in part, to waive any informalities, and to alter the scope of work.
