Project Description: SEALED BIDS for the Borough of Tamaqua CDBG Road Program will be received online via the PennBID Program by the Schuylkill County Controller until 9:00 AM (prevailing time) on Wednesday, September 10, 2025. Bids will be publicly announced at the Commissioners Board Meeting on September 10, 2025, scheduled for 6:00 PM with a tentative award date of September 24, 2025. Bid results will be available online at http://PennBid.bonfirehub.com following the meeting.
The Borough of Tamaqua CDBG Road Program will consist of milling, scratch, and overlaying the following streets, Lafayette St, Hegarty Ave, and Glenwood Ave. The items of work are identified more specifically in the Project Specifications. In the event of work going past October 31, 2025 a paving time extension will be needed from the District. The entire project will be awarded to one (1) Contractor.
An optional Pre-Bid meeting will be conducted in the field on September 3, 2025, at 2:00 PM starting at the Trinity Church parking lot to discuss the project with prospective bidders and answer any questions.

A certified check or bank draft, payable to the order of the County of Schuylkill or a satisfactory Bid Bond executed by the Bidder naming the County of Schuylkill as oblige and acceptable surety in the amount of 10 percent of the Total Bid shall be submitted with each bid.
THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. No bid will be considered unless it is accompanied by the required guaranty. Money orders and personal money orders are not acceptable form of bid security.
The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
The Owner reserves the right to waive any informality or to reject any or all items or portions thereof or to waive any technicalities and informalities in the bid for the best interest of the Owner.
CDBG Funds will be used for this project. Prevailing Wage Rates established under the Davis Bacon Act will apply to these contracts. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation and related matters. Documentation of such solicitations and commitments shall be submitted concurrently with the bid (Form DCED-CCD-286). Failure to submit this form will render the bid non-responsive and therefore result in rejection of the bid.
The Contractor will be required to comply with the provisions of the Pennsylvania Human Relations ACT in providing equal employment opportunities in connection with all work.
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
