Project Description: NOTICE TO BIDDERS
NORWOOD BOROUGH
The Morton Morton house is a historic, American home built in 1750. The house is a two and a half story brick structure on a coursed rubble foundation with a molded brick watercourse. Its wood- shaked gable has a pent eave cornice return across the gables and a wood-shaked pent eave extends around the house between the first and second stories. A one and a half story wood-shaked gambrel roof brick wing on a coursed rubble foundation extends from the house’s east end. It was added to the National Register of Places in 2000.
The Work of the Project is the preservation of the historic Morton Morton House including but not limited to the complete removal and replacement of the wood shake roofing on the existing wood lath or sheathing. The existing wood lath or sheathing should be inspected at the time of construction and repaired as needed. The existing metal flashings should remain intact and repaired or replaced as needed. The contractor should be familiar with the Secretary of Interior Standards for the Treatment of Historic Properties and should reference the Guidelines for Preserving, Rehabilitating, Restoring and Reconstruction Historic Buildings (2017).
Sealed bids will be received by NORWOOD BOROUGH, Delaware County, PA at the http:// www.pennbid.bonfirehub.com until 10:00 AM on September 12, 2025 at which time and place all sealed bids received will be publicly opened and read aloud for the Preservation of the Morton Morton House.
Construction plans and specifications will be available online via the PennBid Program at http:// www.pennbid.bonfirehub.com at no cost to prospective bidders. The successful bidder, who is awarded the contract, will be required to pay PennBid Program a fee of 1/3% of the contract award value. There is a minimum award fee of $150.00 and a maximum of $6,000.00. Bidders must confirm the fees associated with bidding through PennBid and the successful bidder is responsible for the fees associated with the awarded bid.
A certified check or bid bond in the amount of ten percent (10%) of the total bid, made payable to the Borough of Norwood, must accompany each bid. Address all bids to the Borough of Norwood at the above address. Envelope should be plainly endorsed in the lower left hand corner for “Preservation of the Morton Morton House”.
Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Public Works Employment Verification Form, Davis-Bacon and related Acts, various insurance requirements, various equal opportunity provisions, the requirement for a payment bond and performance bond for 100% of the contract price and a one-year maintenance bond for 10% of the contract price.
The Borough of Norwood reserves the right to accept or reject any or all bids thereof, and waive any informalities in bidding, as they deem in the interest of the Borough.
