Project Description: Sealed Bids for the Mountain Water Auth Potable Water Storage Tank Project will be received online via the PennBid Program by the Schuylkill County Controller until Wednesday, September 17, 2025, at 9:00 AM, (prevailing time). Bids will be publicly opened and read aloud in the Commissioners Board Room at 9:00 AM on Wednesday, September 17, 2025, and reported at the Board of Commissioners Meeting scheduled for 10:00 AM with a tentative award date of Wednesday, September 24, 2025. Bid results will be available online at http://PennBid.bonfirehub.com following the Board of Commissioners meeting.
The project involves the installation of a 160,000-gallon steel bolted finished water storage tank, with connections to the existing system, and the demolition and removal of an existing concrete storage tank. The particular items of work for the contract are identified more specifically in the Bid Form, Contract Specifications and Contract Documents. The entire project will be awarded to one (1) Contractor.

A non-mandatory pre-bid meeting will be held at the project site on Tower Road off of State Route 209 on Tuesday, September 2, 2025 at 10AM.
A satisfactory Bid Bond executed by the Bidder naming the County of Schuylkill as oblige and acceptable surety in the amount of 10 percent of the Total Bid shall be submitted with each bid.
THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. No bid will be considered unless it is accompanied by the required guaranty. Money orders and personal money orders are not acceptable form of bid security.
The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
The Owner reserves the right to waive any informality or to reject any or all items or portions thereof or to waive any technicalities and informalities in the bid for the best interest of the Owner.
CDBG Funds will be used for this project. Prevailing Wage Rates established under the Davis Bacon Act will apply to this contract. The contract documents have a goal for addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, goals for minority and female participation, and that the Contractor (and any subcontractors) is obligated to make a “diligent effort” to achieve these ratios.
The Contractor will be required to comply with the provisions of the Pennsylvania Human Relations ACT in providing equal employment opportunities in connection with all work.
The contractor will be required to comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.X. 1701u (Section 3).
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
