APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
This procurement is for the Aircrew Integrated Helmet System which consists of the HGU-56/P Helmet and 25 Component Parts. There is a total of twenty-six items (26), thirteen (13) of which require Engineering Source Approval (ESA). The remaining items are considered competitive items.
Any contractor who would like more information regarding the Engineering Source Approval process should contact the DLA Troop Support Contract Specialist who will provide the Product Manager Air Warrior POC.
DLA Troop Support anticipates issuing a solicitation for a firm-fixed price, Requirements type contract for the Best Estimated Quantities (BEQ) listed below. The BEQ below represents the quantity for each Tier period. In addition, it is noted below what items require ESA approval and which are competitive:
DLA Troop Support (DLA TS) intends to make one (1) award which will be for a firm-fixed price, Requirements type contract. The contract shall be for a term of 60 months and will include five (5) separate pricing tiers. Each tier shall be for a 12-month period.
It is the intent of the Government to award a single requirements-type contract to fulfill this requirement. To ensure timely delivery and a quality product, this acquisition will be procured using a “Price Only” approach. The use of “Price Only” procedures will allow the Government to issue an award to the offeror who offers the lowest price and is in agreement with the terms and conditions of the solicitation. Offerors will be advised that if they take exception to any of the terms and conditions in the solicitation, their offer may be excluded from consideration of award.
First Article Testing (FAT) is required. Deliveries are FOB Destination and the destinations Austin, TX; Lansing, MI and Pendergrass, GA. All materials are to be contractor furnished.
The estimated release date of Solicitation SPE1C1-27-R-0003 is October 30, 2026.
Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.
The Solicitation will be posted on https://www.dibbs.bsm.dla.mil/.
