This request is to obtain a group of consultants to provide professional services for a period of five (5) years with a maximum contract amount of $1,500,000 (per selected consultant) over the term of this Agreement for St. Pete-Clearwater International Airport, under the Consultants Competitive Negotiation Act (CCNA) and based on the following definition of “Continuing Contract” in FS 287.055:
A “continuing contract” is a contract for professional services entered into in accordance with all the procedures of this act between an agency and a firm whereby the firm provides professional services to the agency for projects in which the estimated construction cost of each individual project under the contract does not exceed $7.725 million, for study activity if the fee for professional services for each individual study under the contract does not exceed $500,000, or for work of a specified nature as outlined in the contract required by the agency, with the contract being for a fixed term or with no time limitation except that the contract must provide a termination clause. Firms providing professional services under continuing contracts shall not be required to bid against one another.
The St. Pete-Clearwater International Airport uses firms that provide architectural and engineering services for miscellaneous projects under the Consultants Competitive Negotiation Act (CCNA). Each contract has been for a term of five (5) years.
These services are needed for planning and miscellaneous studies, professional engineering and architectural services related to a variety of horizontal and vertical projects, located within the terminal building, or the landside and airside areas. Funding for these projects typically use grants from the FAA/FDOT, and/or local funds or passenger facility charges.
