Project Description: The West Reading Borough Council will receive sealed online bids for the West Reading Borough Traffic Signal Upgrades Project via PennBid. The scope of work generally includes traffic signal improvements, i.e., traffic signal controller assemblies, traffic signal vehicular signals, signal cabling, controller timing adjustments, and other construction elements associated with traffic signals. The bid will be for furnishing all labor, materials, supervision, and services associated with the West Reading Borough Traffic Signals Upgrade Project (GLG-Year 9).
Bids will be accepted until Thursday, December 4, 2025, at 2:00 PM prevailing time via PennBid. Bids will be opened, and summary of the results will be made public after Bids are due. Bids will have a tentative award date of December 16, 2025 (Council Meeting). Faxed bids will not be accepted.
The work indicated will be at a minimum, partially funded via Green Light-Go (GLG) grants from the Pennsylvania Department of Transportation, and Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the GLG grant agreements, which have been entered into by West Reading Borough, and the Commonwealth of Pennsylvania. The agreements obligate West Reading Borough to certain compliance requirements. Submission of a bid for this Project confirms the Contractors’ acknowledgement of these requirements and commitment to adhere to the same.
The contract documents and solicitation details are available at no cost on https://pennbid.bonfirehub.com. A nominal fee is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted to https://pennbid.bonfirehub.com.
Bids are to be submitted on https://pennbid.bonfirehub.com and agree to be submitted on the forms furnished in the bid package. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of West Reading Borough in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by West Reading Borough.
There is no pre-bid meeting scheduled for this project advertisement.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent (0%) requirement for DBE participation.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however West Reading Borough Council reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof.
