REQUEST FOR QUALIFICATIONS
SCOPE OF WORK
Proposals: Community providers needed to utilize Temporary Assistance to Needy Families (TANF)
specific monies to provide services under one of the four purposes of TANF.
Client: Pueblo County Department of Human Services

1. Scope of Work
Pueblo County Department of Human Services is seeking qualified community providers to
provide services under one of the four purposes of TANF:
1. Serving needy families so that children may be cared for in their own home
2. Promoting job preparation, work, and marriage
3. Reducing out-of-wedlock pregnancies
4. Encouraging the formation and maintenance of two-parent families
Providers must clearly describe their project or services to be provided, including the following
• Why are the proposed services important to our community and which purpose of TANF
does their programming intend on serving.
• Who is your target population.
• How, when and where the services will be provided.
• Provide a detailed budget of costs for proposed programming.
• Timeline of when the funds will be spent.

2. Restrictions
Funding cannot be used for ongoing needs of participants served. On going needs is defined by
services needed on a regular basis to survive or engage in regular work – e.g. housing, utilities, food,
childcare, transportation. Such services can be provided on a time limited basis not to exceed four
months. Funding cannot be used for medical treatment or medicine
3. Eligibility
Providers using TANF funds will have to determine eligibility of participants using the following
criteria:
• Family income less than $75000/year
• Have a child (This definition includes non-custodial parents and approved caretakers. It does not include
children in out-of-home placement through the Foster Care System.)
• Lawfully present in the United States
An affidavit of eligibility would suffice. The participant can check the three boxes regarding TANF
eligibility and sign the affidavit, attesting to the eligibility. This self-reported information would not
need to be verified but the affidavit would need to be kept on file.
4. Outcomes
How will the provider determine success for their project or services. Please outline what criteria
would be used to determine success.
