NOTICE TO RECEIVE BID PROPOSALS
“UCFSD - Unionville High School Solar PV Project”
1.1 PROJECT INFORMATION
A. Notice: Qualified bidders are invited to submit proposals electronically via the PennBid Program (www.pennbid.net) for Project as described in this Document according to the Instructions to Bidders.
B. Project Identification: UCFSD - Unionville High School Solar PV Project
C. Project Location: Unionville High School, 750 Unionville Road, Kennett Square, PA 19348
D. Owner: Unionville-Chadds Ford School District, 740 Unionville Road, Kennett Square, PA 19348.
E. Engineer: Spotts, Stevens and McCoy (SSM Group), 1047 North Park Road, Reading, PA 19610-1339.

G. Project Description:
1. Installation of 600 kW AC, roof-mounted photovoltaic array, along with associated equipment, and any other Work indicated in the Contract Documents.
2. This project is financed in part by a Solar for Schools Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
3. This project will be subject to FEOC guidance for meeting IRA tax credit eligibility requirements.
4. Single Prime Contract Project consisting of the following prime contract:
a. Electrical Construction Contract
5. Project award date: 20 January 2026.
1.2 CONTRACT DOCUMENTS
A. Specifications, drawings, and other bidding information will be on file and open to public inspection at the District Administrative Offices and electronically on PennBid on or before Tuesday 18 November 2025.
1.3 BID SUBMITTAL AND OPENING
A. Owner will receive proposals electronically via the PennBid Program until the time and date at the location indicated below. Owner will consider proposals prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

1.4 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 10 percent (10%) of the bid amount. No bids may be withdrawn for a period of sixty (60) days or 120 days if the bid award is delayed by the required approval of another government agency after opening of the bids. Failure to do so: Bidder agrees to forfeit to the Owner the attached cash, cashier’s check, certified check, U.S money order, or bid bond as liquidated damages for such failure after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
1.5 PRE-BID MEETING
A. Pre-Bid Meeting: A mandatory Pre-Bid Conference for all bidders will be held Wednesday 19 November 2025 at 1:00 pm local time, at the UCFSD District Office, 740 Unionville Rd, Kennett Square, PA 19348. Prime bidders are required to attend.
B. Bidders' Questions: Engineer will provide responses at Pre-Bid Meeting to bidders' questions received up to one (1) business day prior to conference.
1.6 DOCUMENTS
A. Digital Bid Documents: Bidding documents are available at no cost via the PennBid Program. Note that bidders must download documents from PennBid to be included on the Bidders List and receive subsequent addenda or project-related notifications.

1.7 TIME OF COMPLETION
A. Successful bidder shall begin the procurement and submittal process on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages. ****PROJECT SCHEDULE AND DELIVERY MILESTONES FOR MEETING IRA TAX CREDIT ELIGIBILITY REQUIREMENTS WILL BE OUTLINED IN THE BID DOCUMENTS AND REVIEWED AT THE MANDATORY PRE-BID MEETING.****
1.8 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under laws governing their respective trade and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and insurance in a form acceptable to Owner will be required of the successful Bidder. Additional contractor qualifications as required by the Commonwealth of Pennsylvania will be required to comply with the Solar for Schools grant program requirements.
1.9 NOTIFICATION
A. The Advertisement for Bids document is issued by the Unionville Chadds Ford School District as follows:

NOTICE TO RECEIVE BID PROPOSALS

The Unionville-Chadds Ford School District will be receiving sealed bids for the Unionville High School Solar PV Project electronically via PennBid. Sealed bids will be received on or before 2:00 p.m. Thursday December 18, 2025. A mandatory Pre-bid Conference will be held at 1:00 p.m. on Wednesday November 19, 2025 at the UCFSD District Office 740 Unionville Rd, Kennett Square, PA 19348. Copies of the Contract Documents will be available via PennBid on or before Tuesday November 18, 2025.
