BID ADVERTISMENT
The Town of Lincoln is requesting bids for the supply and furnishing of a brush truck body, fit out & skid installation for
the Lincoln Fire Department as outlined in the specifications contained herein. We are committed to fostering diversity

with the Specifications. The Bidder is to supply a list of at least five (5) fire trucks built by the bidder for the purposes of
reference checks as specified herein.

3. PRE-BID MEETING INFORMATION
No bid will be accepted unless the prospective bidder has thoroughly inspected the skid unit to be remounted and
become fully knowledgeable as to the work to be performed. In order to allow all potential bidders an opportunity to
be acquainted with the unit and specifications, a mandatory information session shall be held at the Lincoln Fire
Department Headquarters, 169 Lincoln Road, Lincoln, MA 01773 on 11/20/25 at 10:00AM. Bidder who cannot attend
this session must request special arrangements for inspection no later than 11/13/25.
4. BID SUBMISSION INSTRUCTIONS
Bids for all items described in the Specifications are due no later than 12:00 PM on Wednesday, November 26, 2025, via
delivery to Chief Brian Young, Fire Chief at Lincoln Fire Department, 169 Lincoln Road, Lincoln, MA 01773.
The outside of the sealed envelope must be clearly marked "Lincoln Fire Department, Brush Truck" with the name
of the bidder on the exterior of the envelope. All bids received after the specified time and date will be rejected. The
Town reserves the right to waive any informality, to accept or reject, in whole or in part, any or all bids, and to take
whatever other action may be deemed to be in the best interest of the Town.
The bidder shall include the following information with their bid:
• Number of miles from the Town of Lincoln to the bidder's facility which must be owned and operated by the
bidder (maximum 50 miles)
• The number of truck service bays at the bidder's service facility (minimum 8 bays)
• The length of time the bidder has been in the emergency vehicle manufacture and repair business (minimum
10 years)
• Details of body/collision repair, fabrication, paint booth, and pump test service facilities
• Copies of EVT, ASE, and paint certificates.
By submitting a bid, the Bidder agrees that its bid shall be good and may not be withdrawn for a period of 60 days,
Saturdays, Sundays, and legal holidays excluded, after the due date for receipt of the bids.
The Town will review all submissions and, within 60 days of bids being due, will award this contract to the lowest
responsive and responsible bidder who meets the qualifications of this document. Equipment must be delivered within
the timeframe specified in the contract unless otherwise agreed. Per Massachusetts laws payment for goods can only
be released once the equipment has been delivered and accepted.
5. INTENT OF SPECIFICATIONS
These specifications cover minimum requirements as to the type of construction, finish, and tests to which the apparatus
must conform, together with certain details as to equipment and appliances to be furnished. Minor details of
construction, materials, where not otherwise specified, are left to the discretion of the contractor who shall conform to
industry standards along with applicable requirements of the current NFPA standards.
6. EXCEPTIONS
Substitutions, deviations, clarifications, or exceptions to these specifications must be listed on a separate page marked
"EXCEPTIONS" and must be accompanied by adequate data to allow the Fire Chief to determine acceptability. Proposals
that are found to have deviations without listing them will be rejected.
7. QUALIFICATION OF BIDDERS
Bids will only be considered from companies that have been in the business of emergency apparatus manufacturing
without interruption for a minimum period of no less than ten (10) years.
Bids shall only be accepted from corporations registered to do business in this state. Bidders must submit a copy of a
current "Certificate of Good Standing" from The Secretary of State. No contract or purchase order shall be awarded to
any bidder not meeting this requirement.
