General Notice
City of Anderson (Owner) is requesting Bids for the construction of the following Project:
PARKING STRUCTURE REPAIRS
Owner's Project No.:
Engineer's Project No.: 013752.06
Bids for the construction of the Project will be received at the City of Anderson located at 401 South
Main Street Anderson, SC 29624, until Monday, 6/1/2026 at 3:00 PM local time. At that time, the Bids
received will be publicly opened and read aloud in the City Council Chamber. Mailed bids must be
submitted to: 401 South Main Street Anderson, SC 29624 Attn: Lacrecia Bilbrey.
Bids are requested for the following Contract: Parking Structure Repairs
The Project includes the following Work:
* Installation of micropiles along the north end of the City's Parking Structure to support the
existing precast concrete double tee beams.
* Installation of lateral ties between existing precast concrete double tee beams and concrete
bearing wall.
* Repair of existing concrete deck deterioration/spalls.
* Demolition of existing expansion joint and cover plate between the parking structure and
grade. Installation of new expansion joint system.
The Contractor shall be Evaluated on the following Factors in Relative Order of Importance:
a. Experience with projects of similar nature, size, schedule and complexity
b. Past performance
c. Ability of professional personnel
d. Adequate staff, resources, and equipment to complete the work properly and
expeditiously
e. Cost
f. Financial resources and bonding capacities to meet all obligations incidental to
the work
g. Demonstrated ability to meet time and budget requirements
h. Proximity of firm to project location
i. Recent, current and projected work loads
j. Excellent safety record
k. Other relevant information as submitted

Discussions may be conducted with responsible offerors who submit proposals for the purpose of
clarification to assure full understanding of, and responsiveness to, the solicitation requirements.
Offerors shall be accorded fair and equal treatment with respect to any opportunity for discussion and
revision of proposals, and such revisions may be permitted after submissions and prior to award for the
purpose of obtaining best and final offers. In conducting discussions, there shall be no disclosure of any
information derived from proposals submitted by competing offerors.
Award
Award shall be made to the responsible offeror whose proposal is determined in writing to be most
advantageous to the CITY taking into consideration the evaluation factors set forth in the Request for
Proposal. No other factors or criteria shall be used in the evaluation. The contract file shall contain the
basis on which the award is made.
Obtaining the Bidding Documents
Bidders must be Registered Document Holders with Davis & Floyd, Inc. Information and Bidding
Documents for the Project can be found at the following designated website (Prior Access Registration
Required):

Bidding Documents may be downloaded from the designated website. Access rights for the designated
website may be obtained by emailing a request to documents-gwd@davisfloyd.com or by calling Maya
Day at Davis & Floyd, Inc. at 864-229-5211 and requesting such access. There is no fee for access to or
download of digital documents.
The designated website will be updated periodically with addenda, and other information relevant to
submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be
only offered through the designated website. Neither Owner nor Engineer will be responsible for
Bidding Documents, including addenda, if any, obtained from sources other than the designated
website.

Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Tuesday, 5/12/2026 at 2:00 PM at the
project site in the parking lot in front of "NAI Earle Furman" at 130 E Earle Street, Anderson, SC 29621.
Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders.
For further requirements regarding bid submittal, qualifications, procedures, and contract award, refer
to section 011100 - Information for Bidders and AIA 201 2017 General Conditions of the Contract for
Construction that are included in the Bidding Documents. Be advised that Bidders may be required to
submit a list of proposed subcontractors, applicable non-collusion affidavits, and all other required
documentation as identified in the AIA 201.
