NASA/GSFC intends to extend the period of performance for a period of five (5) months and increase the maximum ordering value of Contract 80GSFC25D0003, Program Analysis and Control (PAAC V) Bridge with ASRC Federal System Solutions (AFSS). The PAAC V Bridge contract provides accounting, planning and scheduling/earned value management, documentation management, configuration management and security compliance. The place of performance for PAAC V Bridge is the NASA Goddard Space Flight Center (GSFC) Facilities and Installations, NASA Headquarters (HQ), Langley Research Center, and other NASA Centers, as needed.
Several unanticipated factors, including launch delays, have contributed to the PAAC Bridge contract approaching its maximum ordering value earlier than expected and before the end of its effective ordering period on June 24, 2026.
NASA/GSFC intends to extend the period of performance for 5 (five) additional months from June 24, 2026, to November 30, 2026, and increase the maximum ordering value of the PAAC V contract to ensure uninterrupted support until the follow-on competitive contract is awarded. The proposed increase of $82M will revise the contract maximum ordering value from $98,000,000 to $180,000,000.
This procurement action is being conducted on a sole source basis in accordance with 10 U.S.C. 3204(a)(1). As the incumbent contractor, AFSS is uniquely qualified to provide the services required. AFSS is considered the only contractor that can meet GSFC’s needs, without disruption to current programs and services, given the short amount of time remaining under the current contract. These services function as integral parts of all the aforementioned NASA mission. The skills required to support such critical missions and milestones cannot be readily replaced. Award to any other source for this period would delay NASA/GSFC’s missions.
The government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Cynthia White at Cynthia.L.White@nasa.gov no later than 4:30pm local time on October 15, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed acquisition on a full and open competition basis, based on responses to this notice, is solely within the discretion of the government.
