ORDER TO GIVE NOTICE FOR BIDS
FOR PETROLEUM PRODUCTS AND RELATED ITEMS 2026
The Board of Supervisors of Franklin County, Mississippi, next took
up for consideration the matter of giving notice for receiving sealed bids
for furnishing Franklin County, Mississippi with petroleum products and
related items for the period beginning January 1, 2026, and ending
December 31, 2026, and after careful consideration thereof the Board is
of the opinion that said notice should be so authorized.
IT IS, THEREFORE, ORDERED that Jill J. Gilbert, Chancery Clerk, be
and she is hereby authorized and directed to give notice by publication in
The Franklin Advocate that it is the intention of the Board of Supervisors
of Franklin County, Mississippi to receive sealed bids until the hour of
10:00 a. m. on Monday, December 15, 2025, for supplying Franklin
County, Mississippi with petroleum products and related items for the
period beginning January 1, 2026, and ending December 31, 2026, said
notice shall be substantially in the following form:
NOTICE TO BIDDERS
Notice is hereby given that it is the intention of the
Board of Supervisors of Franklin County, Mississippi, to
receive sealed bids at the Courthouse in Meadville,
Mississippi at the hour of 10:00 a. m. Monday, December 15,
2025, for the furnishing of Franklin County, Mississippi with
petroleum products and related items for the period beginning
January 1, 2026, and ending December 31, 2026, as follows:
A. PETROLEUM PRODUCTS.
1. Motor Oils - All Weights & Grades
2. Greases and Oils - All Types, Weights and Grades
3. Hot and cold asphalt mix and all grades of oil mix
including MC, RC, AC, RS, SS, EPR1, and EA.
B. PETROLEUM RELATED ITEMS
1. Bids will be received for hauling, spreading, rolling, and
finishing hot mix asphalt.
2. Bids will be received for furnishing equipment, labor and
services necessary to apply liquid asphalt and to haul
and spread aggregate for same.
All bids requested hereinabove should be made for the period of
January 1, 2026, through December 31, 2026. Contracts will be awarded
to the lowest and/or best competitive bidder and the Board reserves the
right to reject any and/or all bids.
Published by order of the Board of Supervisors of Franklin County,

(If the agency is closed for any reason, including but not limited to: acts of God, strikes, lockouts,
riots, acts or war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods,
or other natural disasters, (the “Force Majeure Events”), which closure prevents the opening of bids at the
advertised date and time, all bids received shall be publicly opened and read aloud on the next business day
that the agency shall be open and at the previously advertised time. The new date and time of the bid
opening, as determined in accordance with this paragraph, shall not be advertised, and all
Vendors/Contractors, upon submission of a bid proposal, shall be deemed to have knowledge of and shall
have agreed to the provisions of this paragraph. Bids shall be received by the agency until the new date and
time of the bid opening as set forth herein. The agency shall not be held responsible for the receipt of any
bids for which the delivery was attempted and failed due to the closure of the agency as a result of a Force
Majeure Event. Each Vendor/Contractor shall be required to ensure the delivery and receipt of its bid by the
agency prior to the new date and time of the bid opening.)
BE IT FURTHER ORDERED that the Clerk comply with Section 31-7-
13(c), MCA, 1972, as amended, and file with the Mississippi Procurement
Technical Assistance Program, P. O. Box 849, Jackson, MS 39205, a copy
of this order, as published, and to electronically file a copy at
bids@mississippi.org.
