Description: This is a pre-solicitation notice for an upcoming requirement from the Defense Logistics Agency (DLA) Morale, Welfare, and Recreation, a Nonappropriated Fund Instrumentality (NAFI) of the Department of the Army. The NAFI intends to issue a solicitation for a concessionaire agreement to operate a full-service, unisex barbershop at the DLA Headquarters Complex located in Fort Belvoir, Virginia. The selected contractor will be responsible for providing all equipment (beyond what is government-furnished), labor, materials, and supervision to operate the barbershop. This anticipated award is a concessionaire agreement where the contractor operates the barbershop in exchange for a monthly flat-fee or commission based on gross sales paid to the Nonappropriated Fund Instrumentality (NAFI). The anticipated scope of work includes, but is not limited to, the following services:
a. Haircuts (men's and women's)
b. Military haircuts (in accordance with all applicable service regulations)
c. Shampooing and conditioning
d. Beard and mustache trimming
e. Other related hair care services
Projected Solicitation: The Government anticipates issuing a Request for Proposal (RFP) on or about March 17, 2026. The solicitation and any subsequent amendments will be made available through the official government point of entry (System for Award Management at SAM.gov).
