Building B280 Replace Mechanical and Plumbing

The 182 Airlift Wing, Peoria, IL intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Project Number: 202500621, B280 Replace Mechanical and Plumbing located at the 182 Airlift Wing, Peoria, IL. Work of this contract comprises of providing all materials, tools, equipment, supervision and labor necessary to:

CLIN0001 Base Bid – Men’s & Women’s Restrooms, 1 Job. CLIN0002 Base Bid – Janitor’s Sink and Water Fountain, 1 Job. CLIN0003 Base Bid – Maintenance Bays Water Supply. 1 Job. CLIN0004 Option 1 – Install Water Softener. 1 Job. CLIN0005 Option 2 – Demolish and Replace HW Piping System. 1 Job. CLIN0006 Option 3 – Replace Boiler. 1 Job. CLIN0007 – Option 4 – Remove and Replace Underground Plumbing. 1 Job.

The contract duration is 180 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for Historically Underutilized Disadvantaged Small Businesses, i.e. (HUBZones). The North American Industry Classification (NAICS) Code is 236220, with a size standard of $45.0 million average annual revenue for the previous three (3) years. The magnitude of this construction project is anticipated to be between $250,000 and $500,000 in accordance with FAR 36.204.

The tentative date for issuing the solicitation is on or about 8 May 2025. The tentative date for the pre-bid conference is on or about 08 May 2025 at 1300 at the 182 Airlift Wing, Supply Building #728, LRS Classroom, Illinois Air National Guard Base, Peoria, IL. There will be a site visit after the pre-bid conference. Interested contractors are encouraged to attend the pre-bid conference and should register in accordance with the requirements to be provided in the upcoming solicitation for clearance to the facility. A site visit will follow each pre-bid conference. Directions and instructions for entering the base will be provided in the solicitation package. Actual dates and times will be identified in the solicitation. THIS NOTICE IS NOT A SOLICITATION. The bid opening date is scheduled for on- or about 13 June 2025. Actual dates and times will be identified in the solicitation.

In accordance with FAR 36.211(b), the following information is provided:

(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.

(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.

Instructions for registering are on the web page. The solicitation and associated information and the plans and specifications will be available only from www.sam.gov website. Please note the registration for access to the secure site takes approximately 2-3 business days. PLAN ACCORDINGLY. Reference the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on www.sam.gov. Bidders/offerors who have registered with www.sam.gov must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the www.sam.gov home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
