STATEMENT OF PURPOSE
The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide Professional Services for Engineering Design for the Southport to Harbor Roadway Project . More details on the City's needs for this work are provided in the Scope of Work .
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."
SYNONYMOUS TERMS
Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:

The Southport to Harbor Roadway Project originated as an effort to address deteriorating pavement conditions along Southport Parkway. The project has since evolved into a Complete Streets initiative designed to rehabilitate pavement and improve multimodal safety through the addition of sidewalk infill, new bike lanes, upgraded utilities, and enhanced pedestrian and transit access. The project corridor includes:
Harbor Boulevard – from the US 50 on/off ramps to Industrial Boulevard
Industrial Boulevard – from Harbor Boulevard to the Palamidessi Bridge
Lake Washington Boulevard – from the Palamidessi Bridge to Southport Parkway
Southport Parkway – from Lake Washington Boulevard to Promenade Street
The corridor experiences a high percentage of truck traffic, which has accelerated pavement deterioration. While the City’s recent Neighborhood Pavement Preservation Program provided temporary repairs along Southport Parkway between Lake Washington Boulevard and Ramco Street, a long-term reconstruction solution is now required.
In 2022, the City completed preliminary design (35%) and several technical studies under a prior consultant contract. These documents will be made available in the Attachments section of this RFP:

The total project construction cost is currently estimated at $37 million and will likely be delivered in multiple construction phases. The project is federally funded with Regional Surface Transportation Program (RSTP) funds and recently received Enhanced Infrastructure Financing District (EIFD) funding from the City to advance design through 100% Plans, Specifications, and Estimate (PS&E).
