Intent to Sole Source to R.S. MEANS Company LLC

Marine Corps Installations East (MCI-East) Cherry Point Satellite Contracting Office, Cherry Point, NC 28533 hereby gives notice to intent to award a purchase order to R.S. MEANS Company LLC. 30 Patewood Dr Bldg 2 STE 350 Greenville, SC 29615 (CAGE: 5L556) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), only one source reasonably available and no other supplies or services will satisfy agency requirements.

MCAS Cherry Point, NC has a requirement to establish a contract to procure comprehensive training services for RS Means estimating software with a concentration in Facilities Estimating. Market research has revealed this contractor is the only source capable of providing the required service do to the trainers from RS Means data are the only instructors allowed to train for their solutions. RS Means is the sole source provider in Engineer-led training on all RS Means products.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, proposal, or quotation, which if received within five (5) calendar days after the date of the publication of this synopsis will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
