INVITATION FOR BID
Electronic Bids for the construction of the WASTEWATER SYSTEM IMPROVEMENTS PROJECT, TxCDBG Project No. CDV23-0304 will be received at the CIVCAST electronic portal, www.civcastusa.com (Project ID “CIPWW-20240911”), until 1:30 P.M. local time on November 11, 2025. Bids will ONLY BE ACCEPTED ELECTRONICALLY at the CIVCAST electronic portal; neither the City nor the Engineer will accept physical copies of the bids.
Bids will be opened digitally and publicly read aloud at 1:30 P.M. local time on November 11, 2025, at City Hall located at 800 3rd Street, Marble Falls, Texas 78654. The bid opening will include a call- in number and will be provided through the posting listed above.
The Project generally consists of the replacement of approximately 2,780 total linear feet (LF) of existing vitrified clay pipe (VCP) gravity wastewater collection line with appropriate manholes services transfers, existing surface item repairs, and associated appurtenances as designated in the project drawings and described in the Contract Documents and Technical Specifications.

Bid documents are ONLY AVAILABLE ELECTRONICALLY at the CIVCAST electronic portal; neither the City nor the Engineer will be providing physical copies of the documents for sale.
Prospective Bidders must register with CIVCAST as a plan holder. All official notifications, addenda, and other Bidding Documents will be offered only through CIVCAST. All bidders are required to accept Addenda and other pertinent information via the CIVCAST electronic portal and provide written acknowledgment of Addenda. All questions must be submitted through CIVCAST, questions received after 5:00 PM CST on November 3, 2025, will not be addressed.
A non-mandatory pre-bid conference will be held at 1:30 P.M. local time on October 27, 2025 at City Hall located at 800 3rd Street, Marble Falls, Texas 78654. The pre-bid conference will include a call-in number and will be provided through the posting listed above.
Bid security shall be furnished in accordance with the Instructions to Bidders, and Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) Wage Rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the Contract Documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, sexual identity, gender identity or national origin.
This solicitation is for services related to a project that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
The City reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the City for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
